Die vorliegende Arbeit führt eine Politikfeldanalyse der kommunalen Integrationspolitik Berlins durch. Um die Handlungsmöglichkeiten der beteiligten AkteurInnen sowie ihr Integrationsverständnis zu untersuchen, wurde die Forschung von den Fragen geleitet, welche AkteurInnen an der Formulierung des Berliner Integrationskonzeptes beteiligt waren und durch wen Zugewanderte während dieses Prozesses repräsentiert worden sind. Anhand des Ansatzes des Akteurszentrierten Institutionalismus wird systematisch darge-stellt, welche Rolle sowohl AkteurInnen als auch Institutionen in diesem spezifischen Politikfeld in Berlin zukommt. Auf inhaltlicher Ebene wird eine Interpretation des Do-kumentes aus einer postkolonialen Forschungsperspektive entlang der Konzepte von Re-präsentation und Stereotypisierungen vorgenommen. So kann nachgewiesen werden, dass sowohl bis zu einem gewissen Maße eine Förderung von Teilhabe und der Versuch von Differenzierungen erkennbar ist. Genauso führt eine diskursive Schließungspraxis jedoch zur Exklusion von Entscheidungsprozessen und zu normativen Verhaltensvorschriften.

The thesis is guided by the questions which stakeholders took part in the formulation of the Berlin Integration Concept for Foreigners and by whom foreigners were represented during this political process. For a systematical research, policy analysis served as me-thodology. To point out the role of institutions and stakeholders in this political field, I used the approach of Actor-oriented Institutionalism. Finally, an interpretation from a postcolonial perspective is conducted.
The policy analysis based on Blum/ Schubert (2009) demonstrated that relevant actors of the political field opposed the institutionalized exclusion of migrants during the process of the formulation of the Integration Concept. Instead, they partially tried to include se-lected representatives at the beginning of the policy-cycle. Nevertheless, this inclusion was only on an advisory basis and there is no formal right of participation for upcoming processes. As a matter of fact, without a legal basis to claim for, the participation largely depends on the current political relations of power. The analysis therefore draws the con-clusion of a partial participation on a secondary basis.
When applying the two postcolonial concepts representation and stereotyping to the Inte-gration Concept it becomes clear that this concept is used as an instrument to enforce social normative understandings as well as a pedagogical mean to teach “ German val-ues “.
Migrants are repeatedly designed as infantile members of the society with educational deficiencies, and their integration is seen as problematic. Thereby, the language of the Integration Concept contributes to the creation of standardized social imaginations which are the basis for an “othering-process”, the creation of “the other”.
In summary, the thesis points out an ambivalent understanding of integration used in the concept. It becomes clear that the Integration Concept is designed to promote the mi-grants participation in the political process, but only up to a certain point. A discursive closing-practice on a higher level leads to the exclusion from decision-making processes and to normative regulations for migrants.
