Diese Diplomarbeit analysiert die Theaterkunstszene in Tanzania, insbesondere in Dar es Salaam. Die polit-ökonomischen Zusammenhänge zur EZA werden hierbei näher beleuchtet. Um gegenwärtige Dynamiken zu interpretieren, werden verschiedene Diskurse zusammengedacht: kunsthistorische und theoretische Wissenschaftsdiskurse, polit-ökonomische Entwicklungen Tanzanias seit 1964 und deren Verstrickungen mit der EZA. Seit der Unabhängigkeit 1964 erlebte die Theaterszene einen strukturellen Wandel. Dekolonialisierungsprozesse, der in den 1980er/1990er Jahren folgende politische Para-digmenwechsel und der neue, neoliberale Wirtschaftskurs beeinflussten die Kun-stkonzepte und Identitäten der KünstlerInnen. SAPs ließen den Staat als AkteurIn im Kulturbetrieb zurücktreten und die ,commercial‘ Theaterszene begann sich in einen Markt zu transformieren. Die EZA verwendet/e TfD als Kommunikationsinstrument um Entwicklungskonzepte zu vermitteln. Aus kunsthistorischen Traditionen, politischen Kontexten und finanziel-len Notwendigkeiten heraus fokussierten sich die Theaterszene und die wissenschaft-lichen Diskurse auf TfD. In Verbindung mit den polit-ökonomischen Entwicklungen Tanzanias resultierte all das in einer finanziellen und strukturellen Abhängigkeit zur EZA. Die Weiterentwicklungen und Auseinandersetzungen mit Kunststilen stagnieren, die Inhalte sind von EZA Thematiken bestimmt. Die partizipatorischen Ansätze und politischen Ansprüchen von TfD tendieren dazu einer leeren Methodik zu weichen. Der öffentliche, künstlerische Reflexionsraum von Theater wird in der Einschreibung in neoliberale Strukturen kleiner und vermindert seinen Wirkungsgrad.

This thesis is an analysis of the theatre scene in Tanzania, especially in Dar es Salaam. The involvement of the aid business is in the centre of my research. For the interpreta-tion of the ongoing dynamics, different discourses are thought together: scientific dis-courses of theatre history and art theory, polit-economic developments in Tanzania since 1964 in connection with the role of the aid business. The theatre scene went through fundamental structural changes in the past fifty years. Independence 1964, the socialist era, followed by political paradigm changes, the struc-tural adjustment programs and the resulting neoliberal path influenced the concepts of theatre and the identities of artists. In the 1960ies and 1970ies the state played an im-portant role in the development of new theatre forms and in revitalising the whole cul-ture of arts in Tanzania. The influence of the SAPs changed the priorities and the theatre scene transformed into a theatre business. The aid business uses art communication for social mobilisation and, in this case, ,Theatre for Development‘. Coming from a political context, bringing the roots of tradi-tional theatre and stepping into financial needs the theatre scene and the scientific disourses about theatre focused on TfD. Combined with the polit-economic develop-ments of Tanzania, it led to a structural aid dependency of the commercial theatre scene. The development of new styles slowed down and the contents are predeterminded by the aid donors. The participatory and political approach of TfD tends to become an empty methodology, and theatre art a medium for so called development messages. The public space for reflexion and critique within the theatre becomes smaller and loses po-litical power in the neoliberal structures of the aid business.
