Mafia und Unterentwicklung bilden seit Jahrzehnten zentrale Problemfelder der
italienischen Politik. Die neue Antimafia, sprich die Allianz staatlicher Institutionen und
zivilgesellschaftlicher Organisationen, etabliert in der Politik der konfiszierten Güter ein
innovatives Vorzeigeobjekt das Mafiabekämpfung und Entwicklungsbemühungen
verknüpft. Welche Vorstellungen, Theorien und Konzepte über Kriminalität und
Entwicklung kommen wann zu tragen? Welche Effekte können nachgewiesen werden?
Anhand eines gouvernementalitätstheoretischen Ansatzes soll diskursanalytisch das
Beziehungsnetz zwischen Macht und Wissen rekonstruiert werden. Die
Institutionalisierung der Politik der konfiszierten Güter führt zur Neuausrichtung und
Umgestaltung staatlicher Institutionen nach Kriterien der Effizienz, der Professionalität.
Die Partizipation zivilgesellschaftlicher Organisationen in diesem Projekt dient somit
der Normalisierung von "Rückständigkeit", Unsicherheit des italienischen Südens.

Mafia and underdevelopment have been central problem areas of Italian politics for
decades. The new anti-Mafia, i.e. the alliance of government institutions and civil society
organizations, is establishing a "best practice", the politics of confiscated goods, which
connects the fight against the Mafia with development efforts. Which notions, theories
and concepts of criminality and development have an effect, and when? Using a
governmental theory approach, the relational net between power and knowledge will be
reconstructed with a discourse analytical perspective. The institutionalization of the
politics of confiscated goods leads to a reorientation and restructuring of government
institutions according to criteria of efficiency and professionalism. The participation of
civil society organizations in this project therefore serves to normalize the
"backwardness" and insecurity of the south of Italy.
