Europa braucht eine neue Wirtschaftsstrategie. Der erste gesamteuropäische Versuch der EU, die 2010 ausgelaufene Lissabon-Agenda, gilt gemeinhin als gescheitert. Die neue großangelegte Europa 2020-Strategie soll anders werden - sie steht für nachhaltiges, intelligentes und integratives Wachstum. Kann Europa 2020 den enorm hohen Ansprüchen tatsächlich gerecht werden und in den kommenden zehn Jahren die Grundlage der Wirtschaftspolitiken von 27 Mitgliedstaaten vorgeben? Oder wird die neue Strategie sang- und klanglos untergehen, weil sie von den Regierungen aufgrund mangelnder Sanktionsmaßnahmen einfach ignoriert wird?
Diese Diplomarbeit beschäftigt sich mit der Europa 2020-Strategie aus österreichischer Sicht. Eingangs wird die ausgelaufene Lissabon-Strategie vorgestellt und analysiert. Eine objektive Bilanz der Agenda soll hin zu der Frage führen, warum Europa überhaupt so dringend einen Nachfolger für die erfolglose Lissabon-Strategie braucht. Eine Sammlung von Kernaussagen wissenschaftlicher Aufsätze versucht anschließend darzustellen, welche Fehler der Lissabon-Agenda korrigiert werden sollten und wie die Nachfolgerstrategie aussehen könnte. Anschließend wird der finale Entwurf der neuen Europa 2020-Strategie vorgestellt.
Der Hauptteil dieser Diplomarbeit beschäftigt sich mit Österreich und dem Umgang mit der Europa 2020-Strategie. Es wird sowohl Bezug auf den innerösterreichischen Positionsfindungsprozess als auch auf nationale Forderungen im Konsultationsverfahren auf europäischer Ebene genommen. Es soll außerdem diskutiert werden, wie konkret Europa 2020 in den nächsten zehn Jahren Einfluss auf Österreich und die Bundesregierung nehmen wird. Das erste Nationale Reformprogramm zu Europa 2020 ist ebenso ein zentraler Baustein dieser Arbeit. Es wird detailliert dargestellt und eingehend begutachtet, um zu klären, wie ambitioniert die Ziele ausgefallen sind und wie diese in den nächsten zehn Jahren erreicht werden sollen.
Im Rahmen dieser Arbeit wird überdies versucht, Positionen von österreichischen Institutionen hinsichtlich der Strategie herauszuarbeiten. Hierzu wurden vom Autor elf Interviews geführt, die allesamt ganz entscheidend zu seinem Erkenntnisgewinn beigetragen haben. Im letzten Kapitel werden alle Forschungsfragen noch einmal aufgegriffen und hinsichtlich der Ergebnisse aus rund einem Jahr Forschungstätigkeit analysiert. Ein kurzer spekulativer Ausblick wird die Arbeit schließen.

Europe needs a new economic strategy. The first pan-European attempt of the EU, the 2010 Lisbon Agenda in phase-out, is commonly considered to be failed. The new large-scale Europe 2020 strategy shall be different - it stands for sustainable, smart and inclusive growth. But can Europe 2020 meet the enormously high expectations and define the basis of the economic policies of the 27 member states in the next ten years? Or will the new strategy rather go under without further ado because it will be ignored by the governments due to a lack of sanctions?
This thesis deals with the Europe 2020 strategy from an Austrian perspective. At the beginning the Lisbon strategy in phase-out is presented and analyzed. An objective review of the agenda shall lead to the question of why Europe is so urgently in need of a successor of the failed Lisbon strategy. A collection of scientific key statements will then attempt to list the mistakes of the Lisbon Agenda to be corrected and how the future strategy could look like. Then, the final draft of the new Europe 2020 strategy will be presented.
The main part of this thesis deals with Austria and the handling of the Europe 2020 strategy. It is covering both the intra-Austrian position identification process and the national demands in the consultation process on European level. It will also be discussed how Europe 2020 will concretely influence Austria and the Federal government in the next ten years. The first National Reform Programme to Europe 2020 is also a central component of this work. It is presented in detail and thoroughly examined to determine how ambitious the goals turned out and how these could be achieved in the next ten years.
It will also be attempted to identify the positions of Austrian institutions in respect of the strategy. For this purpose the author conducted eleven interviews, which have contributed significantly to his insights. In the last chapter all the research questions will be picked up again and analyzed with regard to the results from more than a year of research activity. A short speculative view is closing this thesis.
