Die vorliegende Arbeit beschäftigt sich mit der Informationsverarbeitung von MitarbeiterInnen der Organisationskommunikation auf der einen Seite und NutzerInnen von Informationsangeboten auf der anderen Seite. Es wird mittels Theorien und eigenständiger Empirie erforscht, welche Faktoren jeweils in die Informationsverarbeitung und -produktion einfließen und dadurch den Kommunikationsprozess beeinflussen. Der theoretische Teil der Arbeit stützt sich vor allem auf die Theorie der Organisationskommunikation und den dynamisch-transaktionalen Ansatz, es wird aber auch auf Systemtheorie, Konstruktivismus, symbolischen Interaktionismus, Uses and Gratifications Approach und die Theorie der Wissenskluft Bezug genommen. Davon ausgehend wurde qualitativ und quantitativ geforscht: Im qualitativen Teil wurde die gegenseitige Bewertung von Organisation (Stadtgemeinde Tulln) und RezipientInnen (BürgerInnen) untersucht, deren Entstehung nachgezeichnet und deren Einfluss auf den Kommunikationsprozess beschrieben. Im quantitativen Abschnitt der Arbeit wurden die Nutzungsgewohnheiten mehrerer Bürgerinformationsmedien erhoben und anhand verschiedener Unterscheidungsmerkmale analysiert. Im Schlussteil der Arbeit wurden schließlich die Ergebnisse zusammengeführt und darauf aufbauend ein eigenes Modell der Organisationskommunikation entlang der Grundprinzipien des dynamisch-transaktionalen Ansatzes gebildet. Darin zeigt sich, wie ein Kommunikationsprozess zwischen Organisation und BürgerInnen aufgebaut ist und welche Informationsverarbeitungsprozesse auf beiden Seiten einwirken.

This paper deals with the information processing of employees of organisations on the one hand, and the information processing of users of offers of information on the other hand. With theories and independent empiricism it is tried to find out, which parameters take part in the information processing and therefore affect the process of communication. The theoretical part of this paper deals predominantly with the Theory of Communication of Organisations and the Dynamic-Transactional Approach. Also the Systemtheory, Constructivism, Symbolic Interactionism, Uses and Gratifications Approach and the Theory of the Digital Divide are included. Starting from these assumptions, qualitative and quantitative research is done. In the qualitative part, the mutual valuation of the organisation (Stadtgemeinde Tulln) and the recipients (citizens), its development and its affection of the process of communication is observed. In the quantitative part of the paper, the habits of usage of different information-offers are considered and analysed alongside different distinguishing parameters. In the last part of the paper, the results are united and a new model of communication of organisations is built. This shows how the communication process between organisation and citizens is built and which ways of information processing are involved.
