Die vorliegende Analyse der polnischen EU-Ratspräsidentschaft befasst sich mit den Geschehnissen in der EU in der zweiten Hälfte des Jahres 2011. Relevant dabei ist der Kontext der Veränderungen, die der Lissabonner Vertrag eingeführt hat. Es wurden zwei Hypothesen aufgestellt:
Wenn die polnische Regierung im Vorfeld der Präsidentschaft mit den übrigen Mitgliedsstaaten gemeinsame Projektpunkte erarbeitet, dann erhöht sich die Chance erfolgreiche Maßnahmen zu beschließen.
Wenn die Präsidentschaft versucht, eigene Vorstellungen von großer Tragweite in den Vordergrund ihres Programms zu stellen, dann ist ein Erfolg nur gewährleistet, wenn diese von den Hauptakteuren (Deutschland, Frankreich, Großbritannien) unterstützt werden.
Die Analyse fokussiert sich auf die Prioritäten der polnischen Ratspräsidentschaft: Wirtschaftswachstum, Gemeinsame Außen- und Sicherheitspolitik und EU-Erweiterung bzw. Kontakte mit Drittstaaten. Im Vordergrund sowohl der polnischen Präsidentschaft, als auch der vorliegenden Arbeit stehen vor allem die Eurokrise und die Suche nach Lösungen dafür. Im Bereich der Wirtschaft haben einige Veränderungen stattgefunden, die die Ökonomie ankurbeln sollen. Dies wird in der Analyse genauer behandelt. Die EU-Erweiterung und die Zusammenarbeit mit den Drittstaaten haben mit der Ausnahme des Assoziierungsabkommens mit Kroatien, große Defizite aufgewiesen. Der Bereich der Gemeinsamen Außen- und Sicherheitspolitik fiel zum Opfer der Eurokrise und des Desinteresses von Deutschland, Frankreich und Großbritannien.
Im Laufe der Arbeit wird vor allem bewiesen, dass das Instrument der Ratspräsidentschaft in der jetzigen Form im Vergleich zu den Hauptakteuren in der EU nur von geringer Bedeutung ist.
Das Ziel dieser wissenschaftlichen Arbeit war, die Möglichkeiten und Grenzen der EU-Ratspräsidentschaft zu erforschen. Dabei werden auch ihre Funktionen analysiert.

This Analysis of the Polish Presidency in the Council of the European Union concerns itself with the processes in the EU in the second half of the year 2011. A very important context is created by the fact, that there are many changes in the political system of the EU, that was introduced by the Lisbon Treaty. In the analysis two hypotheses were discussed:
if the Polish Presidency prepares in advance with the other Member States joint programme points, then the chance to adopt successful measures increases.
if the Polish Presidency tries to put its own ideas of great significance to the fore of its programme, then success is assured only when they are supported by the main actors (Germany, France and the United Kingdom).
This analysis is focused on the priorities of the Polish Presidency:
the economic growth, the Common Foreign and Security Policy and
the EU-Enlargement and contacts with third countries.
The centre of attention of the Polish Presidency and of this analysis is the European debt crisis. Concerning the economic growth there have been some procedures to stimulate the economy, and this topic is a big part of this analysis. The EU-Enlargement and contacts with third countries were more problematic than Poland had been expecting for. Also the Common Foreign and Security Policy was neglected by the economic crisis and German, French and British lack
of interest.
In the course of the analysis this is shown, that the instruments
of the Presidency in their current form have minor importance only, especially when they are compared to the role of Germany, France and the United Kingdom in the EU.
The aim of this research is particularly focused on to explore
the capabilities and limits of the Presidency in the Council of the European Union.
