In der folgenden Arbeit soll ein Fokus auf die europäische Sicherheitsstrategie gelegt werden. In Zeiten der Wirtschafts- und Finanzkrise wird die Neuordnung der Welt in einem multilateralen System beschleunigt. Europa kann dabei als ein Verlierer hervorgehen. Die (wirtschaftliche) Schwächung der USA und die daraus resultierenden Sparmaßnahmen im Militärhaushalt können sich negativ auf Europa auswirken. Europa ist abhängig von Energieimporten und diese Abhängigkeit wird sich in naher Zukunft noch steigern. Dadurch wird es anfälliger auf regionale Konflikte welche außerhalb seines Territoriums stattfinden. Diese bedrohen die Wirtschaftskraft des Kontinents und somit seinen Wohlstand und die daraus resultierende Sicherheit. Damit aber diese Bereiche geschützt bleiben, muss Europa sich die Möglichkeit bewahren Konflikte außerhalb seiner Grenzen, die zu einer Bedrohung werden, auch mit militärischen Mitteln zu beseitigen. Wenn Europa das nicht schafft, wird es über kurz oder lang seine Position im multilateralen System verlieren. Aufstrebende Länder wie China und Indien und deren Energiehunger verschärfen die Konkurrenz für Europa auf dem Weltmarkt. Daher ist es für Europa wichtig seine Wirtschaft stabil zu halten. Neueste Entwicklungen zeigen aber, dass Europa derzeit alleine nicht dazu fähig ist. Die Gründe dafür sollen hier dargestellt werden.

In the following work I would like to focus on the European security strategy. In times of economic and financial crisis changes in the multilateral system are increasing. The economic weakness of the USA evoked through the crisis is one of the phenomena that we deal with today. This leads to austerity measures in military expanses of the US-Military which can affect the rest of the world. Europe is dependent on energy imports and this dependency will grow in the near future. This also makes Europe more vulnerable for regional conflicts in areas from where they import energy from. These threats take a major effect on European economy and this leads to unsecure forecasts concerning the wealth development on the continent. But the security of Europe is the outcome of its wealth status and that is why it is a crucial point that needs to be secured. But to secure this, Europe needs to maintain the possibility to intervene (also military) in regional conflicts outside its borders to protect its own interests. If Europe does not manage to do so it will lose its position in the multilateral system. New uprising powers like China and India and their need of energy will also increase the problems of Europe. That’s why it is a crucial need of Europe to keep its own economy stable and secure from side effects. But the newest developments show that Europe is not able to secure the own interests by itself. In the following work I would like to show what the reasons for this are.
