Vorstellungen der Nation, die auf einem kulturellen Verständnis basieren, sind essentieller Bestandteil ungarischer Politik. Durch die Analyse verschiedener Theorien des Nationalismus und der Nation, und mit Rückgriff auf Analysen politischer Mythen und Symbole ist ein funktionales Verständnis dieser Kategorien entwickelt worden, dass ihnen in bestimmten Modernisierungsprozessen konkrete Funktionen zuweist. Dabei wurde gezeigt, dass nationale Kategorien vor der demokratischen Wende Ungarns und währenddessen sowohl identitätsstiftende und aufklärerische, als auch systemstabilisierende Funktionen eingenommen haben. Nach der Wende wurden Konzepte der Kulturnation politisch implementiert und institutionalisiert. Diese gehen alle davon aus, dass die ungarische Nation über die bestehenden Staatsgrenzen hinaus, alle ethnischen Ungarn umfasst. Das vorgestellte Konzept der Kulturnation fungiert hier als Ersatz für die noch immer mangelhaft und defizitär empfundene äußere Beschaffenheit des ungarischen Staates.

Nationalist policies are an important part of Hungarian everyday politics. These are based on a concept of an imagined nation, which consists not only of the citizens of Hungary, but also of the roughly three million ethnic hungarians living beyond the borders of the country. This so called „nemzetpolitika“ played an important role in the democratic transformation of the country. Therefore more functionalist views on nations are more likely to explain these phenomena and the role of nationalism for the actors of the transition period. Another important theoretical factor are political and national symbols and myths. They play an important role in the instrumentalization of nationalist policies. It has been shown, that the hungarian opposition used nationalist rhetoric to transform itself into an fundamental political actor. The communist elites, on the other hand, instrumentalized nationalism to stabilize their crumbling regime. After the transformation the concept of the „cultural nation“ was institutionalized and served as a legitimation for „nemzetpolitika“. Even though there are different concepts of national policy, the concept of a cultural nation, whose borders go beyond the borders of the state, is deeply rooted in the hungarian political system.
