Mit dem Ausbruch der Finanzmarktkrise 2008, der damit eng verbundenen Nahrungsmittelpreiskrise 2007/08 und einhergehenden Hungerkrisen, dem nahenden oder möglicherweise überschrittenen Punkt Peak Oil sowie den immer stärker spürbaren Auswirkungen der Klimakrise, kam es zu einer weltweiten neuen Landnahme. Im Prozess des Land Grabbing versuchen verschiedenste Akteure den Auswirkungen einer multiplen Krise gegenzusteuern. Diese Arbeit stellt internationale staatliche Organisationen des globalen Nordens in den Mittelpunkt der Analyse und fragt, inwiefern ihr Handeln zum aktuellen Phänomen beiträgt. Anhand der Millennium Challenge Corporation und ihrem Compact mit der Republik Madagaskar wird gezeigt, dass die Schaffung von institutionellen und rechtlichen Rahmenbedingungen Land Grabbing überhaupt erst ermöglicht. Ausgehend von der These einer zukünftig immer essenzielleren Bedeutung des Zugangs zu Land, avanciert die MCC im Zuge der Krisenstrategie eines „neuen Imperialismus“ zur Sicherung der Ressourcen zu einem der zentralen und wichtigsten Akteure der USA.

With the outbreak of the financial crisis in 2008, the closely related food price crisis in 2007/08 and the accompanying hunger crisis, the point of peak oil being nearly reached or having already passed and the more immediately noticeable effects of the climate crisis, a new global land acquisition began. In this process of land grabbing, a variety of actors try to counteract the effects of a multiple crisis. The focus of the analysis of this thesis lies on international governmental organizations from the global North, and asks how their actions affect the current phenomenon. The Millennium Challenge Corporation and its Compact with the Republic of Madagascar show how the creation of institutional and legal frameworks lead to land grabbing. Within the crisis strategy of a „new imperialism“, the hypothesis of an ever-increasing importance of access to land lets the MCC advance to becoming one of the central and most important actors of the United States.
