Diese Diplomarbeit unter dem Titel Demokratieförderung und Konfliktbewältigung durch die Nachbarschaftspolitik der Europäischen Union beschäftigt sich mit den politischen und wirtschaftlichen Beziehungen der EU zu ihren Nachbarstaaten und deren Auswirkungen auf die dortigen Gesellschaften. In dieser Arbeit sind im Besonderen die Potenziale einer auf soft skill basierenden Nachbarschaftspolitik der Europäischen Union thematisiert worden, um eine Alternative zu den auf militärischen Mitteln oder anderweitigen intervenierenden Eingriffen in andere Länder, zu liefern. Nach der theoretischen Einführung und der Beschreibung über die Erklärungsmodelle warum sich Staaten integrieren oder sich an Transformationsprozessen beteiligen, wird die Nachbarschaftspolitik der Europäischen Union genauer beleuchtet. Dies umfasst eine Analyse der Hintergründe der Europäischen Nachbarschaftspolitik, sowie ein Bezug auf deren Entstehung. Weiters befasst sich diese Untersuchung mit den Zielen der Nachbarschaftspolitik und deren realpolitischen Implementierungen. Der Barcelona Prozess, sowie die MEDA Abkommen werden in weiterer Folge beschrieben und ebenso wie die Nachbarschaftspolitik kritisch beleuchtet. Im weiteren Kapitel werden die Länder Israel und Marokko als Beispielländer herangezogen um sie im Kontext mit der Europäischen Nachbarschaftspolitik zu analysiern. Insbesondere wird hier der Schwerpunkt auf die Konflikte in den Regionen gelegt und analysiert, wie und ob die Nachbarschaftspolitik einen konstruktiven Beitrag dazu leisten kann, diese Konflikte zu minimieren. Das Conclusio beschäftigt sich auch generell mit der Entwicklungspolitik und wirft die Frage auf welche Rolle die Europäische Union auf der internationalen Bühne spielen möchte. Wird sie nur eine wirtschaftliche Handelsmacht sein, die ihre realpolitischen Interessen nach außen hin vertritt oder wird sie eine andere Rolle einnehmen können.

This thesis, under the title, supportive mechanism for democracy and conflict management through the European Neighbourhood Policy is concerned with the political and economic relations of the 'European Union with their neigbourhood states and the influence the relations could have on different societies. The aspect lies also on the potencial of a soft skill based policy and focused on alternatives to military interventions and instrument to enforce their politics based on violent means. After the theoretical explanation why states tend to integrate or not and why they want to participate in a transform orientated process, the focus of this diploma thesis lies on an analysis of the European Union Neighbourhood Policy. This research asks about the background and the intentions of an common European Neighbourhood Policy and ask how its goals are going to be reached. In this mather the Barcelona process is going to be discussed, as same as the MEDA programs to implement the European Neighbourhood policy in the mediterrean states. Further on the mediterrean states Israel and Morocco and their conflicts are analysed in the context of the European Neighborhood policy. Can the European Neighbourhood Policy have an positive influence on the management of conflicts in the mediterranean region. That is one of the main questions of this thesis. In the conclusion the development policy is also discussed. Questions of the future role of the EU are being raised, like which role is the European Union going to play in the international relations. Are economic intentions the main impetus on the European Neighbourhood Policy or can peace making processes also be sucessfully implemented. How are values being transfered and what positive effects can the Neighbourhood policy bring to the societies of mediterranean countries. The Union has the potential to encourage a positive democracy promotion and bringing solutions of conflict management to these conflict laden countries. The thesis comes to the conclusion that through strict and active policy the peace and a stable economy in the middle east and in the northern African countries can be established. The European citizen should also be more concerned of matter of fact how his taxes can be spent to useful projects and not wasted or lost through corruption.
