Interparlamentarische Zusammenarbeit (IPZ) tritt in einer dualistischen Form auf: einerseits
als Prozesse innerhalb von Netzwerken, andererseits in institutionalisierter Form als
Organisationen. Im Mehr-Ebenen-System haben sich Parlamente und Interparlamentarische
Organisationen (IPOs) zu wichtigen Akteuren entwickelt. Im Zuge von Globalisierungs- und
Demokratisierungsprozessen hat IPZ insgesamt an Bedeutung gegenüber der Arbeit von
Regierungsorganisationen gewonnen. Die vorliegende Diplomarbeit zeigt nicht nur die
Funktionen und Arbeitsweisen von IPOs auf, sondern auch, wie diese durch die Bildung von
Netzwerken innerhalb der Weltgesellschaft und in Governance-Strukturen zu verorten sind.
Ein Exkurs zu Korruptionsbekämpfung bietet Einblick in ein Feld, das bezeichnend für IPZ
ist. Dadurch werden die ebenenspezifischen Funktionen, die formelle wie informelle
Kooperation zwischen ParlamentarierInnen wie auch die wichtige Wechselwirkung mit
Rechnungshöfen nachgewiesen. Das Konzept des Europäischen Interparlamentarismus ist
schließlich Ausdruck einer globalen Entwicklung in Richtung Interparlamentarischer
Zusammenarbeit, die in Europa vor allem durch die Europäische Union eine neue Dimension
erhält.

Interparliamentary Cooperation (IPC) appears in a dualistic shape: on the one hand as
processes in networks, on the other in institutionalised form as organizations. In the multilevel-
system parliaments and Interparliamentary Organizations (IPOs) have developed to
important actors. In the course of processes of globalization and democratization IPC in
general has gained importance compared to the work of governmental organizations. The
thesis in hand shows not only the functions and modes of operation of IPOs, but also how
these organizations are to be situated in the World Polity as well as in Governance structures
by means of building networks. An excursus about fighting corruption gives insight into a
field, which is characteristic for IPC. By this, the level-specific functions, the formal as well as
the informal cooperation among parliamentarians and the important interplay with courts of
auditors can be drawn. Finally, the concept of the European Interparliamentarism (EIP) is an
expression of a global development towards Interparliamentary Cooperation, which receives
a new dimension in Europe, especially by the European Union.
