2008 als Europäisches Jahr des interkulturellen Dialogs bietet den Rahmen und die Gelegenheit, das zentrale Instrument der EU Heranführungspolitik Twinning unter dem Aspekt der Interkulturalität und Diversität zu untersuchen. Twinning beschreibt bilaterale, von der Europäischen Kommission finanzierte Verwaltungspartnerschaften von EU Mitgliedstaaten mit Beitritts- und Kandidatenstaaten, potentiellen Kandidatenstaaten sowie den Staaten der Europäischen Nachbarschaftspolitik, um deren Bemühungen in der Angleichung ihrer Rechtsordnungen und Rechtspraxis an den acquis communautaire bzw. europäische ‚best practices’ zu unterstützen.
Ziel dieser Arbeit ist es, im Form einer vergleichenden Politikfeldanalyse zu beleuchten, in wie fern die Vorgaben des EU Politikfelds Diversitätspolitik, ein Teil derer die Politik des interkulturellen Dialogs ist, im Konzept von Twinning als wichtigem Bereich der EU Heranführungspolitik Berücksichtigung finden und wie kohärent die beiden EU policies folglich sind. Interkultureller Dialog wird als ‚emerging issue’ dargestellt, das seit 2004 von der Europäischen Kommission mehr und mehr als Querschnittsmaterie behandelt wird und als solche auch in den EU Außenbeziehungen propagiert wird. Anhand einer detaillierten Analyse der einschlägigen Twinning-Dokumente und -Materialien der EK wird jedoch gezeigt, dass das angesprochene Mainstreaming bisher in Twinning nicht erfolgt ist und die Partnerschaften von der Kommission nicht als Form des interkulturellen Dialogs begriffen werden. Gleichzeitig wird – vor allem auch mittels theoretisch-konzeptioneller Überlegungen zu Dialog, Sozialisation und ‚mutual learning’ – illustriert, wie sich das Design von Twinning grundsätzlich für interkulturellen Dialog eignen würde. Ein wichtiger Teilaspekt, dem im Rahmen der Arbeit große Aufmerksamkeit zukommt, ist die Förderung von interkultureller Kompetenz, die einen Schwerpunkt des politischen Diskurses auf EU Ebene im Europäischen Jahr des interkulturellen Dialogs bildet.

The European Year of Intercultural Dialogue 2008 provides the framework for analysing Twinning, the main instrument of EU enlargement policy and European Neighbourhood Policy (ENP), from the perspective of interculturality and diversity. Funded by the European Commission, Twinning entails bilateral administrative partnerships between EU member states and accession / candidate countries, potential candidate countries and ENP partner states. The aim is to support their approximation to the acquis communautaire respectively European best practice – standards in terms of legislation and law enforcement.
Taking the form of a comparative policy analysis, this thesis strives to illustrate in how far the provisions of the EU diversity policy, which the policy of intercultural dialogue is a component of, are taken into consideration within the concept of Twinning and how consistent the two policies consequently are. Intercultural dialogue is depicted as an emerging issue which the European Commission since 2004 has more and more been treating as a horizontal priority, to be considered also in the EU’s external relations. By carrying out a detailed analysis of the relevant EC Twinning documents and material, it, however, will be shown that the propagated mainstreaming has so far not been accomplished with regard to Twinning. Up to now Twinning partnerships are not conceptualized by the EC as forms of intercultural dialogue. Yet, as will be discussed against the background of theoretical approaches to dialogue, socialisation and mutual learning, the design of Twinning in principal provides an apt forum for intercultural dialogue. An important aspect dealt with in this thesis is the promotion of intercultural competences, having developed into one of the priority issues of EU political discourse during the European Year of Intercultural Dialogue.
