Netzwerkindustrien sind als Teile der materiellen Infrastruktur Schlüsselsektoren einer jeden Volkswirtschaft. Sie sind an die Nutzung einer Netzinfrastruktur angewiesen. Aufgrund von Netzeffekten, hoher irreversibler Kosten, Unteilbarkeiten und Größen- bzw. Verbundvorteilen galten sie in der Vergangenheit lange Zeit als natürliche Monopole. Durch die Aufspaltung der Netzsektoren in einzelne Netzebenen kann man mithilfe der Theorie des monopolistischen Bottlenecks das Marktversagen jedoch auf die Netzinfrastrukturbereiche eingrenzen.
Privatisierungen von Netzsektoren können in unterschiedlicher Form durchgeführt werden. Die zentrale Einteilung erfolgt in formelle bzw. materielle Privatisierungen. Da sich das Marktversagen überwiegend auf eine Ebene beschränkt, stellt sich die Frage, ob man ein vertikal integriertes Unternehmen als Ganzes privatisieren soll, oder ob man die Ebenen trennt und separat privatisiert, mit besonderem Augenmerk auf die monopolistischen Engpassbereiche.
Um zu beurteilen, welchen Ansatz man bei den diversen Netzwerkindustrien verfolgen soll, und ob es Unterschiede zwischen den Sektoren gibt, wird die Fachliteratur zu Privatisierungen der wichtigsten Netzsektoren analysiert. Dies sind die Bereiche Eisenbahn und Luftfahrt aus dem Verkehrssektor, der Energieversorgungssektor mit den Bereichen Strom- bzw. Gasversorgung und der Telekommunikationssektor. Ein Vergleich der jeweils zu favorisierenden Privatisierungsstrategien zeigt, dass es zwar Unterschiede dabei gibt zwischen den verschiedenen Sektoren. Es ist jedoch offensichtlich, dass die Wahl des richtigen Privatisierungsansatzes nicht alleine aufgrund des Typs einer Netzwerkindustrie getroffen werden kann. Dafür sind noch diverse andere Einflussfaktoren entscheidend (z.B. Marktstruktur, Form der Regulierung usw.)

Network industries are key sectors of every national economy. They depend on the use of a network infrastructure. On account of network externalities, high irreversible costs, indivisibilities and the presence of economies of scale and scope, they were long time classified as natural monopolies. By disintegration of the respective network sectors in single network levels and by using the theory of the monopolistic bottlenecks the market-failure can be localized in the level of network infrastructure.
Privatizations of network industries can be carried out in different ways. The central classification divides privatizations into "formelle" and "materielle Privatisierung". Because the market-failure can be observed predominantly in one level, the question is important, whether a vertically integrated company should be privatized as a whole or whether the separated network levels should be privatized after a fragmentation with special attention to the monopolistic bottleneck areas.
To judge, which form of privatization should be preferred in the various network industries, and whether there are differences between the sectors, the literature regarding to privatizations of the most important network industries has been analyzed. As there are: railway and aviation from the transport-sector, electricity and gas from the energy-supply-sector and the telecommunications-sector. A comparison of the favored privatization strategies shows, that there are differences between the several sectors. Nevertheless, it is evident, that the choice of the right privatization strategy is not only depending on the type of the network industry. Therefore, there are various other factors influencing the decision (i.e. market-structure, form of regulation etc.)
