Der lateinamerikanische Andenstaat Ecuador befindet sich in einem tiefgreifenden Wandlungsprozess. Verschiedene Gruppen der Indigenen Bewegung Ecuadors haben es seit der Jahrtausendwende geschafft durch ihren Diskurs und ihre Fähigkeit andere soziale Schichten zu mobilisieren, eine breite Transformation in die Wege zu leiten. 2008 kulminierte dieser Prozess in der Verabschiedung einer neuen Verfassung, die auf dem Leit- prinzip des Buen Vivir basiert. Das Konzept des Buen Vivir hat insbesondere das bisherige Wirtschaftsmodell und das konventionelle Entwicklungsverständnis in Frage gestellt sowie eine Diskussion über alternatives Wissen und kulturelle Praktiken eröffnet. Erstmalig weltweit wurden der Natur institutionell Rechte anerkannt.
Nach über fünf Jahren (2007-2011), die die neue Regierung unter Rafael Correa nun an der Macht ist, möchte ich mit meiner Arbeit eine Art Zwischenbilanz ziehen und aus einer politökonomischen Perspektive untersuchen, welche ökonomischen Strukturen und gesellschaftlichen Kräfteverhältnisse eine Umsetzung des Buen Vivir in Ecuador limitieren (bzw. fördern). Der Fokus liegt dabei auf dem Bereich der Umwelt- und Ressourcenpolitik Ecuadors, weil genau darin, in der Umgestaltung des Akkumulationsregimes, der Prüfstein für die Transformation des Landes liegt. Nach einer Ausführung der politökonomischen Entwicklung Ecuadors (1830-2006), der Vorstellung des Konzepts des Buen Vivir und der Analyse der politökonomischen Transformationen und Reformen unter Correa wird schließlich gezeigt, wieso die ambitionierten Ziele der Verfassung unter dem Leitprinzip des Buen Vivir größtenteils auf der Strecke geblieben sind.

The Andean state of Ecuador in Latin America is going through a profound process of change. Since the turn of the millennium, different groups of the Indigenious Movement from Ecuador have succeeded in enabling a broad transformation process through their discourse and capability of mobilising other social groups. This process culminated in 2008 in the adoption of a new constitution, which is based on the concept of Buen Vivir as the guiding principle. The concept of Buen Vivir has particularly challenged the previous economic model and the conventional understanding of development and has furthermore opened a discussion about alternative knowledge and cultural practices. For the first time worldwide, nature has been granted institutional rights.
In my diploma thesis, I want to draw up an interim balance of the more than five years (2007-2011) during which the new government under Rafael Correa has been in power in Ecuador. From a political-economic perspective I will analyse which economic structures and balance of forces limit respectively support the implementation of Buen Vivir in Ecuador. The focus is on the environmental and resource policies, as the touchstone of the country’s transformation lies precisely therein: in the redesign of the regime of accumulation. After an outline of the political and economic development of Ecuador (1830-2006), the presentation of the concept of Buen Vivir and an analysis of the political-economic transformation and reforms under Correa, I will finally show why the ambitious goals based through the constitution on the concept of Buen Vivir as the guiding principle, have largely come to nothing.
