Besuche von Staats- und Regierungschefs, AußenministerInnen oder sonstigen außenpolitisch agierenden PolitikerInnen sind fest im politischen Tagesgeschäft der internationalen Beziehungen verankert. Während der Zeit des Kalten Krieges kam dieser „von-Angesicht-zu-Angesicht-Form“ von Diplomatie besondere Bedeutung zu. An der europäischen „Ost-West-Schnittstelle“ gelegen, wurde Österreich in dieser Zeit nicht nur in Anbetracht seiner politischen Sonderstellung als neutrales Land internationale Beachtung zuteil, sondern auch aufgrund seiner selbst angebotenen diplomatischen Brückenfunktion und seiner aktiven Besuchsdiplomatie. In dieser Diplomarbeit wird daher der Frage nachgegangen, wie sich die besuchsdiplomatischen Interaktionen zwischen Ost und West in und mit Österreich vor dem Hintergrund der innenpolitischen Konstellationen und außenpolitischen Orientierungen sowie ihrer jeweiligen Veränderungen gestalteten. Der zeitliche Betrachtungsrahmen der Analyse, die einen Versuch darstellt politik- und diplomatiegeschichtliche Ansätze zu verbinden, spannt sich dabei von der Formierung der Neutralitätspolitik in den Jahren nach der Staatsvertragsunterzeichnung und der langsamen Erweiterung des Radius der Außenpolitik auf West- und Osteuropa in den 1960er Jahre, über die aktive Neutralitätspolitik in der Ära Kreisky in den 1970er Jahren, bis hin zur beginnenden Neu-Orientierung in Richtung europäische Integration in den 1980er Jahren. Die Gliederung der Arbeit läuft dabei entlang der einzelnen innenpolitischen Phasen „Große Koalition“, „ÖVP-Alleinregierung“ und „SPÖ-Alleinregierung“, um das Wechselverhältnis zwischen Innen- und Außenpolitik strukturell sichtbar zu machen. Für die Gegenüberstellung von Ost und West in den besuchsdiplomatischen Interaktionen mit Österreich fokussiert diese Diplomarbeit auf Besuche politischer Akteure von „West“ – USA und „Ost“ – UdSSR, sowie auf Besuche aus der BRD und der DDR als jeweilige europäische Vertreter der bipolaren Weltordnung des Kalten Krieges.

Visits by heads of state, prime ministers, foreign ministers or other foreign policy actors are firmly established practice in international relations. During the Cold War this “face-to-face” form of diplomacy was of particular importance. Located at the European junction between East and West, Austria received attention due not only to its special political position as a neutral country, but also because of its self-assumed role as diplomatic bridge and active policy of visiting diplomacy. This diploma thesis deals with the questions of how the diplomatic interactions based on the policy of frequent visits between East and West in and with Austria were designed. These visits and the diplomatic climate will be considered within the context of the domestic political constellations and foreign policy orientations at the time and their constant changes. This analysis attempts to connect from both political and diplomatic history. The time frame therefore starts with the establishment of Austrian neutrality in the years following the signing of the State Treaty on the slow enlargement Austria’s foreign policy’s radius towards Western and Eastern Europe in the 1960s. It continues with the active policy of neutrality during the Kreisky Era in the 1970s and ends with the re-orientation towards European integration in the 1980s. To show the interrelationship between foreign and domestic policy, the structure of this thesis mirrors the following domestic political periods: the “grand coalition” between ÖVP und SPÖ, the “ÖVP-Alleinregierung” (one-party majority) and the “SPÖ-Alleinregierung”. In order to make visible the juxtaposition of East and West in terms of their use of diplomatic visits in foreign relations, emphasis is placed on the visits of political actors from “West” – USA and “East” –USSR as well as on visits from and in the FRG and GDR as European representatives of the bipolar world order of the Cold War.
