Finanzielle Zusammenarbeit (FZ) steht vor der Herausforderung, die vorherrschenden Konsense in Bezug auf was Entwicklung bedeutet, mit greifbarer Umsetzung und Messbarkeit zusammenzubringen. Diese Problemstellung ist der Kern dieser Arbeit, die darauf konzentriert ist, wie FZ, die durch Entwicklungsbanken geschleust wird, mit dieser Arbeitsaufgabe umgeht und Entwicklungsziele in ihre Strategien inkorporiert.
Die Arbeit setzt sich mit der deutschen Entwicklungsbank KfW (Kreditanstalt für Wiederaufbau) auseinander, die in Deutschland für FZ verantwortlich ist. Die Publikationen und Materialien, die von der KfW und dem BMZ, dem deutsche Ministerium verantwortlich für Entwicklung, zur Verfügung gestellt werden, sind daher die Hauptquellen dieser Arbeit.
Die Arbeit zeigt, dass Strategieentwicklung und ihre Umsetzung im öffentlichen Sektor, auf unterschiedlichen institutionellen Ebenen aufgeteilt ist. Das erschwert für einen Akteur wie die KfW die Einflussnahme auf strategische Entscheidungen und das Setzen von bewussten Schritten um ihre Aufgabe zu erfüllen. Im öffentlichen Sektor kommen im Gegensatz zur Privatwirtschaft, auch andere Faktoren hinzu. Ein wichtiger Punkt ist die Tatsache, dass öffentliche Institutionen gezwungen sind, ihre Arbeit und Mittelaufwendung zu rechtfertigen und daher in dementsprechende Öffentlichkeitsarbeit zu investieren. Folglich gibt es keine Ansätze einer kohärenten Strategie die Entwicklungsziele und FZ gleichberechtigt integriert.
In einem breiteren Zusammenhang bedeutet das, dass Finanzinstitute in der Entwicklungszusammenarbeit mit der Komplexität ihrer Aufgabenstellung zu kämpfen haben und dass es keine umfassende Herangehensweisen gibt, verschiedene Faktoren, wie Erreichung von Entwicklungszielen, Rentabilität und externe Faktoren gleichwertig einzubeziehen.

Financial Cooperation faces the challenge to connect what are considered consensuses of what development should look like, with tangible operations and concrete implementation in the form of loans and grants that foster developmental undertakings. This challenge constitutes the core question of this thesis, focusing on how financial cooperation that is channeled through the institution of development banks handles this mandate and how development banks are able to incorporate developmental considerations into their strategies.
The main unit of analysis is the KfW (Kreditanstalt für Wiederaufbau), the German development bank that is responsible for handling the financial cooperation of Germany. Therefore, the publications and materials provided by the KfW, as well as the BMZ, the German ministry for development, are the main sources of information.
It is shown that devising a strategy in the public sector and implementing it is commonly separated on different institutional levels. That makes it hard for an agency like the KfW to take strategic decisions and take conscious steps towards fulfilling its mandate. Also, in the context of public institutions, strategy formation and execution follow a slightly different path than strategies in the private sector. The main differences being that public institutions always face a need to justify their use of tax money and thus have to sell their work to the interested public. As a consequence of these factors, there is no coherent strategy in place for financial cooperation to have a developmental impact.
On a bigger scale that means that finance institutions in the context of development struggle with the complex environment they operate in and there are difficulties to create a coherent approach that manages to balance different factors, such as impact, profitability of the bank or public/external influences.
