Die Bildung einer dynamischen europäischen Öffentlichkeit – als Sammelsurium kontextbezogener und damit subgesellschaftlicher Öffentlichkeitskulturen – zur Erweiterung und Verfestigung der Legitimationsbasis für supranationales Regieren in Europa, blieb im Verhältnis zur stetigen vertraglichen Etablierung der Gemeinschaftsmethode auf der Strecke. Dies hat weitreichende demokratiepolitische Folgen, da Öffentlichkeit die Basis für die Entfaltung demokratischer Strukturen in der Politikgestaltung darstellt. Damit drängt sich die Frage nach institutionellen Maßnahmen zur Vermittlung und Vertiefung rationaler Geltungsgründe für die Herausbildung europäischer Identitätsmuster immer stärker auf. Das aktive Eingreifen politischer AkteurInnen zum Zwecke der Entwicklung, Bewahrung und Verstärkung kollektiver Identitäten, kann in seiner großen Dimension im weit gefassten Begriff der europäischen Kulturpolitik zusammengefasst werden. Diese Arbeit geht der Frage nach, wie Konzepte der Europäischen Kulturpolitik im Bildungs- und Kunstbereich diese Problemlage bearbeiten. Hierfür werden die einzelnen Aktionsprogramme der Europäischen Union und des Europarates, die einer europäischen Öffentlichkeit zur Entwicklung von Europakompetenz zuträglich sein können, mit Hilfe der Kriterien „AdressatInnen“, „Orte/Mobilitätsanreiz“ und „Entfaltungsansatz“ – das heißt ob eine Stärkung partizipativer Möglichkeiten (bottom-up) oder eine Forcierung spezifischer Öffentlichkeitskulturen (top-down) vorliegt – analysiert.

The formation of a dynamic European public – as a conglomeration of contextual and thus sub-public cultures – to expand and solidify the legitimacy of supranational governance in Europe remained behind in relation to the contractual establishment of the Community method. This has far-reaching democratic political consequences, because public forms the basis for the development of democratic structures in policy making. This begs the question of institutional measures for mediation and deepening scope of rational reasons for the creation of European identity. The active involvement of political stakeholders for the purpose of developing, maintaining and reinforcing collective identities can be summarized in the large dimension within the broad concept of European cultural policy. This thesis addresses the question, how the concepts of European cultural policy in the fields of education and the arts deal with those matters. For this purpose, the individual operational programs of the European Union and the Council of Europe are being analysed, which are beneficial to the European public sphere and the development of European expertise. The analysis is being undertaken using the criteria "addressees", "places/mobility incentive" and "approach for development" which tries to examine whether a strengthening of participatory opportunities (bottom-up) or a specific promotion of public cultures (top-down) is present.
