Die vorliegende Arbeit befasst sich mit der Bedeutung der Partizipation der Bevölkerung in Entscheidungsprozessen von Bergbauprojekten in Peru. Am Beispiel des langjährigen Konflikts um Conga, einem Bergbauprojekt im Department Cajamarca, werden Faktoren des Partizipationsprozesses identifiziert, die bei der Konfliktlösung förderlich bzw. hinderlich sind. Förderliche Faktoren bestehen in der Einsetzung eines neuen Umwelt-Zertifizierungsdienstes und im eingeschränkten Maße in der Umsetzung von Entwicklungsprogrammen im Rahmen der Unternehmerischen Sozialverantwortung (CSR). Die mangelnde Präsenz der Regierung im Konflikt(management), die unzureichende Information der betroffenen Bevölkerung und die Einschränkungen der Partizipationsmechanismen aufgrund unternehmerischer und politischer Interessen erweisen sich als hinderliche Faktoren. Dazu kommt ein grundlegendes Misstrauen der Bevölkerung gegenüber Bergbauprojekten, das ein kaum überwindliches Hindernis bei Versuchen der Konfliktlösung darstellt. Zur Vermeidung ähnlicher Konflikteskalationen scheint es unumgänglich zu sein mit Partizipationsmaßnahmen bereits im Vorfeld eines Projektes zu beginnen. Der Conga-Konflikt zeigt auch exemplarisch, dass das Bergbau-Modell des (Neo-)Extraktivismus in Lateinamerika an seine Grenzen stößt und grundsätzliche Überlegungen über Alternativen zur Entwicklung notwendig sind.

The present thesis deals with the significance of public participation in the decision-making process of mining projects in Peru. Using the example of the long-standing conflict about Conga, a mining project in the department of Cajamarca, factors of the participation process will be identified, which are either conducive or obstructive for conflict resolution. Those factors include the establishment of a new environmental certification service and a limited implementation of development programs within the framework of entrepreneurial social responsibility (CSR) as beneficial factors. On the other hand hindering factors include the lack of the government’s involvement in the conflict management, the lack of information of the affected population, the limitations of participatory mechanisms due to corporate and political interests, as well as a fundamental mistrust or rejection of the population to mining projects in general. Latter presents itself as an insurmountable obstacle to attempts of conflict resolution. In order to avoid similar conflict escalations in the future it seems inevitable to start with participatory measures already within the early stages of such projects. The Conga conflict also shows an example that the mining model of (Neo-)Extractivism in Latin America has reached its limits and that fundamental considerations about alternatives to development are highly needed.
