Die hier vorliegende Arbeit beschäftigt sich mit der Fragestellung, inwiefern die
Europäische Union als Förderer von Demokratie und Menschenrechten in Ghana
angesehen werden kann.
Um mehrere Aspekte in den Mittelpunkt der Diskussion zu bringen und ein breiteres
Spektrum der mit der Fragestellung verbundenen Themen zu berücksichtigen, wurde
ebenso nach den Normen, Strategien und Motiven der EU im Bezug auf ihre Förderung
von Demokratie und Menschenrechten in Ghana gefragt.
In Anlehnung an Ian Manners Konzept der „Normativen Macht“ wird aufgezeigt,
inwiefern die EU als Werte- und Normgemeinschaft innerhalb Europas aber auch
international verstanden werden kann.
Anschließend soll dargestellt werden, mit welchen Strategien sich die EU als „Supporter
of Democracy and Human Rights“ in Ghana engagiert.
Einerseits wird die praktische Ebene untersucht und aufgezeigt, welche Projekte und
Programme in den letzten Jahren in Ghana durchgeführt wurden, anderseits wird die
politische Kooperation veranschaulicht, ebenso auch die Frage, in welchem Ausmaß die
EU als normativer Akteur verstanden werden kann.
Ian Manners Konzept der „Normativen Macht“ basiert auf der Annahme, dass die EU
ohne Ausübung von Gewalt, Zwang oder materieller Anreize ihre Normen in andere
Staaten exportiert. Die Arbeit diskutiert, ob das theoretische Konzept im Falle Ghanas
zutreffend ist.
Der dritte Aspekt der Analyse beschäftigt sich mit den Interessen und Motiven der EU
in Ghana und hinterfragt, ob die EU Demokratie und Menschenrechte aufgrund
humanitärer Gründe fördert oder ob sie damit auch Eigeninteressen verfolgt.

The current paper aims at discussing in what way the European Union can be
understood as a supporter of democracy and human rights in Ghana. To cover different
aspects and to provide a broader picture of this topic, different norms, strategies and
motives will be analysed with regard to the EU’s promotion and support of democracy
and human rights in Ghana.
The concept of ‘normative power’ according to Ian Manners will be used to give an
overview of how the European Union can be defined as a community of special norms
and values within its own borders, but also internationally.
Consequently, it will be demonstrated which strategies and instruments the EU uses to
present itself as a “supporter of democracy and human rights” in Ghana.
On the one hand it will be examined which projects and programmes have been
established during the last years on a practical level, but on the other hand it is also
necessary to show the political cooperation regarding the promotion and support of
democracy and human rights. Due to this fact it will be asked to what extent the EU can
be understood as a normative power within the political relations between Ghana and
the EU.
Ian Manners’ concept of normative power is based on the idea that the EU is exporting
its norms through non-verbal channels, without the use of force or material incentives.
This is the reason why this work will also question if the concept of normative power is
applicable in the case of Ghana.
The third aspect is discussing whether the EU is supporting these norms and values for
merely humanitarian reasons, or whether it follows additional ulterior interests and
logics as well.
