Für Entwicklung, so scheint es, muss stets etwas getan werden. Demgegenüber legt diese Arbeit ihren Fokus auf das Unterlassen als Möglichkeit für Entwicklung. Denn passiert Entwicklung nicht auch und zu einem wesentlichen Teil über das, was unterlassen wird? Können Menschen die Welt nur tätig gestalten? Und welche Gültigkeit hat ein Vorrang des Tuns gegenüber dem Unterlassen überhaupt?
Diese Fragen sind Ausgangspunkt einer kritischen philosophischen Untersuchung, die eingebettet ist in einen Rahmen, der besteht aus der von Franz Martin Wimmer (2004) formulierten „Minimalregel“ für interkulturelles Philosophieren, der Kritik des Post-Development-Ansatzes am Entwicklungsdiskurs und dem von Henning Ottmann (2005) entworfenen Konzept der „Negativen Ethik“.
Eine kurze Darstellung gängiger Anwendungsfelder des Begriffs „Unterlassung“ zeigt, dass Unterlassen häufig negativ konnotiert ist. Mit einer handlungstheoretischen Analyse wird der Begriff neutralisiert, um dann unter Einbeziehung der daoistischen Begriffe wuwei ziran und des abendländischen Konzepts der negativen Pflichten wiederum positiv aufgeladen zu werden. Dabei wird deutlich, dass Unterlassen einem Handeln entspricht, das positive Wirkung haben kann. Hannah Arendts Analyse der vita activa bringt in einem weiteren Schritt das Unterlassen zum einen in ein Verhältnis zum tätigen Leben. Zum anderen zeigt sie, welches Tun bereits in den Anfängen des Entwicklungsdiskurses im Sinne von „Entwicklung“ forciert wurde, und dass das Handeln, zumal in seiner politischen Dimension, dabei an Bedeutung verlor. Die Bedeutung dieses Handelns für Alternativen zu Entwicklung, wie sie der Post-Development-Ansatz fordert, wird mit dem buen vivir aufgezeigt. Die eng mit der Idee des buen vivir verknüpfte Yasuní-ITT-Initiative ist ein Beispiel dafür, dass gerade aus einem solchen (politischen) Handeln die Forderung nach einer Unterlassung entstehen kann.
Diese Untersuchung soll es ermöglichen, das Unterlassen als Möglichkeit für Alternativen zu Entwicklung zu verstehen. Dabei eröffnet sich ein Handlungsraum gerade in jenen Regionen, die im Entwicklungsdiskurs als „entwickelt“ gelten.

In development, it is assumed that something must be done. Whereas this paper puts its focus on refrainig as a possibility for development. Does development only take place through action or is it also shaped through those things that are not done? Can people only shape the world through activity? What validity does the priority of doing something have over refraining to do something?
These questions are the starting point of this critical philosophical research, that is embedded in the framework of Franz Martin Wimmer´s „Minimalregel“ for Intercultural Philosophy (2004), the postdevelopment theory´s critique of the development discourse and Henning Ottmann’s „Negative Ethics“ (2005). A short research into the use of the term „refraining“ reveals that refraining often has a negative connotation. Following a neutralisation of the term through an action theory analysis, the term is recharged with positive connotations using the daoist terms wuwei ziran and the occidental concept of negative duties. Through this analysis refraining is proven to be a form of action, that can also have a positive impact. With Hannah Arendt´s analysis of the vita activa (active life) refraining is on the one hand put into relation to activity. On the other hand, the analysis shows that the development discourses focuses on certain types of activity, and that action, especially in a political dimension, therefore loses meaning. The meaning of action for those alternatives to development advocated by postdevelopment theory is explored through the concept of buen vivir. The example of the Yasuní-ITT-Initiative will then demonstrate that political action can demand the need to refrain.
The aim of this paper is to facilitate the understanding of refraining as a possibility within the context of alternatives to development. It opens a space for action, especially in those regions that are considered to be „developed“ within the development discourse.
