Die Transformation einer Region, die Jahrzehnte lang als stabil, im Sinne von autoritär regiert, betrachtet wurde, bewegt seit 2011 sowohl WissenschaftlerInnen, als auch AktivistInnen und Kulturschaffende aus der ganzen Welt. Die Rede ist von einem Aufbegehren der BürgerInnen in einigen arabischen Ländern, bekannt als Arabischer Frühling, welches vor allem der jungen Generation dieser Staaten zugeschrieben wird. Die Europäische Union antwortete auf diese gesellschaftlichen und politischen Umbrüche auf dem Nachbarkontinent mit einer „Partnerschaft mit dem südlichen Mittelmeerraum für Demokratie und Wohlstand“, welche von der Europäischen Kommission im Mai 2011 ausgerufen wurde und aus der zwischen Deutschland und Tunesien bzw. Ägypten die sogenannte „Transformationspartnerschaft“ resultierte. Zentrales Anliegen der Diplomarbeit ist es, die strategische Partnerschaft zwischen der EU und den Partnerländern im Hinblick auf die Rolle junger AktivistInnen zu erörtern und mit der Theorie Antonio Gramscis auf ihre Funktion als mögliche „organische Intellektuelle“ hin zu untersuchen. Denn die gesellschaftliche Transformation bzw. die Macht zur Transformation misst Gramsci der Zivilgesellschaft im Allgemeinen und den Intellektuellen im Besonderen bei. Die jungen AktivistInnen werden im Verlauf der Studie als „Katalysatoren“ der Transformation bezeichnet. Dies wird durch eine empirische Studie im letzten Teil der Arbeit, welche die Rolle der TeilnehmerInnen an Projekten der Transformationspartnerschaft analysiert, untermauert. Die methodische Vorgehensweise, die hierfür gewählt wurde, ist eine Verknüpfung von literaturbasierter und empirischer Forschung. Der Ablauf der Studie sieht zuerst einen thematischen Einstieg in die Transformation in der südlichen Mittelmeerregion vor. Daraufhin werden die Ansätze der gesellschaftlichen Transformation bei Antonio Gramsci aufgezeigt, anschließend wird die Transformationspartnerschaft als außenpolitisches Instrument der europäischen Nachbarschaftspolitik vorgestellt, um dann in einen weiterführenden Diskurs der gramscianischen Theorie im Rahmen globaler Zusammenhänge zu münden. Im empirischen Teil wird mittels qualitativer Interviews mit den ausgewählten jungen AkteurInnen dargestellt inwieweit die Theorie Antonio Gramscis einen Beitrag zur Rolle der jungen AktivistInnen im Transformationsprozess leisten kann und abschließend erörtert, wo dessen Grenzen liegen und inwieweit diese als „organische Intellektuelle“ bezeichnet werden können.

Scholars, activists and people engaged in the cultural sector globally are increasingly concerned with the political transformation process that has occurred since 2011 in a region considered to be stable due to its long-term subjugation under authoritative regimes. The focus of this process is predominantly the uprising of citizens in some Arabic countries, a phenomenon better known as Arab Spring, which can be ascribed mostly to the younger generations living in those regions. The European Union (EU) responded to the social upheavals on the southern neighboring continent with the ‘Partnership for Democracy and Shared Prosperity with the Southern Mediterranean’. A result of this program is a cooperation between Germany and Tunisia, and Germany and Egypt, which has been named ‘Transformation Partnership’. The primary aim of this thesis is to discuss the strategic partnership between the EU and partner countries focussing on the role of young activists. Antonio Gramsci's theory of ‘organic intellectuals’ was employed to analyse the role and function of these activists, in the midst of the transformation process. The reason for this juxtaposition is that according to Gramsci, transformation, or the potential to transform can be attributed to civil society and particularly to so called intellectuals. In the course of this study, activists are defined gradually as ‘catalysts’ for a transformation process, and the suitability of such definition is confirmed empirically in the latter part of this thesis, which makes an analysis of the role of participants in the ‘Transformation Partnership’. The chosen methodical approach is a combination of theoretical and empirical research. The discussion commences with a general presentation of the theme of political transformation in the Southern Mediterranean, followed by a theoretical investigation of Antonio Gramsci's discourse on social transformation. Secondly, the ‘Transformation Partnership’ is examined as a tool of the European Union to manage its Neighborhood Policy. Furthermore, it is transposed on a global level and reinterpreted within the framework of Gramsci's discourses. The empirical section presents the qualitative interviews with young activists, who participated in the Transformation Partnership program. In conclusion, the thesis questions firstly the extent to which Gramsci's discourse is able to describe the role of young activists in the transformation process, its limits for such a purpose, and finally whether young activists can be defined as ‘organic intellectuals’.
