Mit über einer Milliarde Reisenden pro Jahr zählt der Tourismus zu den größten und am schnellsten wachsenden Wirtschaftszweigen weltweit. Im globalen Kontext ist das Reisen jedoch immer noch einer Minderheit vorbehalten; Menschen aus Entwicklungsländern fehlt es sowohl an finanziellen Mitteln um zu reisen, als auch an Möglichkeiten um aktiv an diesem Sektor zu partizipieren und von ihm zu profitieren. Ein Drittel der Bevölkerung Tansanias lebt in absoluter Armut und das Land gilt nach wie vor als eines der ärmsten der Welt. Das Land ist mit über einer Million Touristen jährlich aber auch eine der beliebtesten Destinationen Afrikas und bietet eine Fülle an Sehenswürdigkeiten. Der Tourismussektor kann einen Beitrag zur Wirtschaftsentwicklung und Armutsminderung in Tansania leisten und die Förderung einer nachhaltigen Entwicklung ankurbeln. Die größte Herausforderung liegt dabei darin, die Tourismusentwicklung des Landes nachhaltig zu planen und umzusetzen, sodass der Sektor konkrete Vorteile für die armutsbetroffene Bevölkerung bietet und gleichzeitig potentiell negative Einflüsse des Tourismus auf die Wirtschaft, Umwelt und sozio-kulturelle Strukturen minimiert. Der „Pro Poor Tourismus“-Ansatz erkennt diese Herausforderung an und orientiert sich in der Tourismusplanung an Zielen der Armutsminderung und der Schaffung von ökonomischen und strukturellen Vorteilen für die armutsbetroffene Bevölkerung. Um diese Ziele zu erreichen, muss bereits der touristische Planungsprozess stark auf die Armutsminderung ausgerichtet sein und alle relevanten AkteurInnen – Regierungen und staatliche Planungsagenturen, den Privatsektor und vor allem die armutsbetroffene Bevölkerung – in den gesamten Prozess miteinbeziehen. Die staatliche tansanische Tourismuspolitik bezieht sich in ihren Planungsinstrumenten – der National Tourism Policy, dem Tourism Master Plan und dem Tourism Act – nur indirekt auf das Ziel der Armutsminderung, inkludiert jedoch sehr wohl konkrete Strategien um vom Tourismussektor zu profitieren. Ein stärkerer Bezug auf Armutsorientierung im zukünftigen staatlichen Planungsprozess und den Planungsinstrumenten könnte jedoch einen konkreten und nachhaltigen Beitrag zur Armutsbekämpfung durch den Tourismus leisten.

Tourism is often described as the world´s biggest and fastest growing economic sector; one billion tourists travelling the world in a single year bear witness to this development. However, travelling remains a unilateral privilege, as people from developing countries often neither have the means to travel, nor the adequate possibilities to actively participate and benefit from tourism. Tanzania offers some of the world´s greatest natural sights and is a highly demanded destination for wildlife and natural area tourism in Africa, attracting over one million visitors per year. Nevertheless, Tanzania is still one of the poorest countries in the world with one-third of the population considered poor. There is, however, a growing recognition of the potential tourism has for developing countries, regarding economic development, promotion of sustainable development and poverty alleviation. The biggest challenge is to harness tourism to benefit the local population and minimise negative impacts on the economy, environment and socio-cultural structures. The Pro Poor Tourism approach recognises this challenges by putting the poor at the centre of the sustainability debate and by striving to generate both economic and non-economic benefits for the poor. However, in order to attain this goal, thorough planning and the involvement of multiple stakeholders –governments and public planning bodies, the private sector and, first and foremost, the affected poor – is highly required. The Tanzanian tourism planning documents – the National Tourism Policy, the Tourism Master Plan and the Tourism Act – recognise, at least to some extent, the potential tourism has for poverty alleviation and offer strategies, albeit indirectly, that have the ability to contribute to human development and benefit the poor. However, a much stronger poverty orientation within the tourism planning process is highly recommended to harness the tourism industry for poverty alleviation.
