Diese Diplomarbeit untersucht philanthropische Geberaktivitäten im Bereich der Entwicklungsfinanzierung. Es werden diese sowohl in deskriptiven Teilen als auch in einem analytischen Falluntersuchungsteil dargestellt, um sowohl auf Theorie als auch auf Praxis von Philanthropie eingehen zu können. Im deskriptiven Teil der Arbeit werden zunächst das europäische und US-amerikanische Verständnis von Philanthropie sowie der Akteur der philanthropischen Stiftung beleuchtet. In einem nächsten Schritt wird sowohl aus theoretischer und historischer Perspektive als auch anhand von statistischem Datenmaterial, auf die Rolle privater Stiftungen in der internationalen Entwicklungszusammenarbeit eingegangen. In weiterer Folge wird anhand des konkreten Beispiels der Bill & Melinda Gates Foundation die kooperative Rolle privater Stiftungsfinanzierung im Feld der internationalen Entwicklungspolitik analysiert. Dabei wird der Fokus insbesondere auf entwicklungspolitische Partnerschaftsmodelle, Allianzen und Fonds im Bereich der Weltgesundheit gelegt, die Aufschluss über das philanthropische Engagement der Stiftung in der internationalen Entwicklungszusammenarbeit geben sollen. Für den analytischen Teil der Arbeit werden zunächst globale Entwicklungsübereinkommen beleuchtet, die sowohl Zielsetzungen als auch Grundsatzpflichten für eine effektive Entwicklungszusammenarbeit darstellen. Im konkreten Falluntersuchungsteil wird abschließend überprüft, inwieweit die Bill & Melinda Gates Foundation den entwicklungspolitischen Zielsetzungen der Millennium Development Goals (MDGs) und den Grundsatzpflichten der Paris Declaration Folge leistet.

This thesis analyses philanthropic donor activities in the area of funding of development projects. It consists of descriptive and analytical case studies which deal with theoretical as well as practical aspects of philanthropy. The descriptive part of this thesis first investigates European and U.S. attitudes towards philanthropy in general, then attitudes of representatives of philanthropic foundations in particular. The next section provides a theoretical, historical and statistical treatment of the role of private foundations in the area of international development cooperation. The case study of the Bill & Melinda Gates Foundation serves to analyse the importance of financial support from private foundations in international development projects: here the focus is on partnership models, alliances and funds in the realm of world health, in order to evaluate the strength of the foundations’ philanthropic engagement in international projects. The analytical part of this paper examines those global development treaties which lay down the goals as well as the basic rules of effective cooperation in the area of development. The case study carried out in the final section investigates to what extent the Bill & Melinda Gates Foundation meets the Millennium Development Goals (MDG) and conforms to the basic principles of the Paris Declaration.
