Diese Arbeit beschäftigt sich mit den Lebens- und Arbeitsbedingungen von KünstlerInnen mit Migrationshintergrund (MH) in Österreich. Die Situation der KünstlerInnen mit MH wird bereits seit einigen Jahren untersucht und als problematisch dargestellt. Sie sehen sich mit strukturellen Barrieren im Kunst- und Kulturbetrieb konfrontiert und ihnen fehlt oft der Zugang zu Ressourcen, Netzwerken und Förderungssystemen. Ihre marginalisierte Position ist mitunter auf die Haltung vieler Kulturinitiativen zurückzuführen. Davon ausgehend, soll in dieser Arbeit der Beitrag von NGOs und Selbstorganisationen von MigrantInnen (SOMs) in der Förderung von KünstlerInnen mit MH, untersucht werden. Ausgewählt wurden zwei Kunst- und Kulturinitiativen. Zum einen „Kulturen in Bewegung/VIDC“ als klassische NGO und zum anderen „maiz- Autonomes Zentrum“ von und für Migrantinnen als SOM. Die Untersuchung dieser beiden Initiativen soll veranschaulichen, inwieweit sie das Problem der fehlenden Partizipation von MigrantInnen im österreichischen Kunst- und Kulturbetrieb beleuchten und welche Impulse sie für eine inklusive Kulturpolitik setzen, die MigrantInnen genauer in den Blick nimmt und fördert. Die theoretischen Ansätze, die für diese Arbeit herangezogen werden sind eng verknüpft mit den postkolonialistischen feministischen Theorien zu Raum, Kultur und Differenz sowie Macht und Repräsentation. Konkret soll mithilfe der Arbeit von Gayatri Chakravorty Spivak „Can the Subaltern Speak“ (1988) herausgearbeitet werden, inwieweit der Begriff der Subalternität auf die Situation der KünstlerInnen mit Migrationshintergrund angewendet werden kann. Mithilfe des von Encarnación Gutiérrez Rodríguez entwickelten Begriffs der „intellektuellen MigrantInnen“ soll die Rolle von „subalternen“ Intellektuellen im kulturellen Feld veranschaulicht werden. Im darauffolgenden Kapitel wird zum einen die aufenthaltsrechtliche Situation von KünstlerInnen mit MH und insbesondere von Drittstaatsangehörigen dargestellt und zum anderen dem Problem der fremdbestimmten Verortung ihrer Kunst nachgegangen. Die Rezeption der Kunst- und Kulturarbeit fördert aufgrund von ethnischen und stereotypen Zuschreibungen die Marginalisierung von Kunstschaffenden mit migrantischen Wurzeln. Um sich Vereinnahmungsprozessen vonseiten der Mehrheitsgesellschaft zu widersetzen, wird die Selbstorganisation von KünstlerInnen als Strategie eingesetzt. Zudem ist es ihr Bestreben sich politisch zu positionieren und sich von klischeehaften Darstellungen zu befreien. Deswegen widmet sich diese Arbeit auch der Erforschung von Gegenstrategien. Im letzten Teil der Arbeit folgt die Analyse der ausgewählten Kulturinitiativen hinsichtlich ihres Beitrags zur Förderung von Kunstschaffenden mit MH. Im Conclusio werden die Ergebnisse der Analyse zusammengefasst und beide Initiativen nochmals einander gegenübergestellt.

The aim of this work is to examine the living and working conditions of migrant artists and the contributions of two cultural initiatives in the support of migrant artists in Austria. The situation of artists with migration background in Austria is studied scientifically since a couple of years. One of their major problems is to overcome structural barriers to the Austrian art scene. The lack of financial resources, public sponsorships and professional networks contributes to the marginalisation of artists with migration background.
maiz - the autonomous centre by and for migrant women, is a migrant self-organisation (MSO), and the majority of the board members are migrants. Kulturen in Bewegung is the arts and culture initiative of VIDC (Vienna Institute for International Dialogue and Cooperation) and in contrary to maiz an exemplary NGO in Austria. The evaluation of these two cultural initiatives will display their engagement in promoting migrants (political) participation in the Austrian arts and culture sector. The present work is a literature review based on research studies, project activity records of the selected cultural initiatives and two additional expert interviews with professionals of the art scene in Austria. The theoretical framework used in this thesis is the postcolonial feminist theory, which explores the concept of the subaltern in regard to the situation of underprivileged migrant artists in Austria. Another main issue of the research is to investigate the role of „subaltern“ intellectual migrants in the cultural field.
Chapter four provides details on the (uncertain) resident status and working conditions of migrants and especially third-country nationals in Austria. It also addresses the perception of migrants in Austria. The public perception plays a crucial part in the reception of contemporary “migrant literature” and migrant art in general. Prevalent racist stereotypes and the construction of the exotic have a tremendous impact on the valuation of art and on the self-perception of the artists. But in the process of self-definition, artists and cultural workers form anti-racist political self-organisations, which are discussed in chapter five. Strategies against discrimination, exotism and racism are developed in order to promote the self-empowerment of migrants living in a predominantly white society. At the end, the thesis attempts to analyse the project activities of both cultural initiatives to reveal if they make a positive contribution to the integration of migrant artists in the cultural landscape of Austria.
