In dieser Arbeit wird die Fragestellung behandelt, inwieweit das Inkrafttreten des Vertrags von Lissabon zu einer Änderung der Public Diplomacy der Europäischen Union geführt hat. Aufbauend auf dem Konzept Soft Power von Josef Nye, wird untersucht, welche Soft Power Ressourcen die EU hat und durch welche Public Diplomacy Instrumente diese genützt werden. Der Fokus der Arbeit liegt auf der Analyse der institutionellen Veränderungen durch den Vertrag von Lissabon im Bereich der Public Diplomacy, sowie auf den Auswirkungen des Inkrafttretens des Vertrags auf die Public Diplomacy Instrumente und Inhalte der EU. Public Diplomacy beschreibt den Versuch von Staaten, mittels strategisch ausgerichteten Kommunikationsmaßnahmen, Zustimmung und Verständnis für das eigene Land und die eigene Politik in der Bevölkerung eines Zielstaates zu generieren und das eigene Außenbild zu verbessern. Die EU ist ein komplexes Gebilde, die einen enormen Aufwand an Kommunikation benötigt, um zu erklären was sie ist, wie sie funktioniert und was sie in verschiedenen Politikfeldern leistet. Durch verschiedene Public Diplomacy Instrumente versucht die EU ihre Interessen und das Verständnis für ihre Politik und Werte durch Information, Kommunikation und Dialoge zu fördern, sowohl innerhalb, als auch außerhalb der EU.

The object of this master thesis is to analyse to what extent the Treaty of Lisbon has led to changes of the public diplomacy of the European Union. Based on the soft power concept established by Joseph Nye, this thesis aims at evaluating the soft power resources of the European Union and its use of the public diplomacy instruments. The focus lies on the analysis of the institutional changes caused by the Treaty of Lisbon in the field of public diplomacy, as well as on its impact on the public diplomacy instruments and on the issues of the EU. The term Public Diplomacy describes a state’s effort to gain approval and understanding for itself and its policy in another country and to improve its own image through strategic communication measures. The European Union is a complex entity - therefore a lot of effort is required to explain what it is, to communicate how it works and to emphasise what it accomplishes in different policy areas. The EU tries to promote its interests and understanding for its policies and values through information, communication and dialogue, within the EU as well as outside the EU.
