Es wird behauptet, dass die menschliche Mobilität an „Skala, Umfang und Komplexität“ zugenommen hat. Deswegen wurde sie zu einer großen Herausforderung auf allen Regierungsebenen und bringt damit neue Organisationen, Konzepte und Diskurse mit sich. Die vorliegende Studie untersucht die Entwicklung des Konzepts der „mixed migration“. Ihre Aufgabe soll sein, für mehr Verständnis dafür zu sorgen, wie sich der Diskurs über die Herausforderungen, die mit Migration und Flüchtlingen im Zusammenhang stehen, entstanden ist, sich seither entwickelt hat und sich in konkreten Maßnahmen manifestiert. Die Arbeit untersucht im Speziellen, wie der Begriff der Mixed Migration von UNHCR und IOM als Mittel zur Bewältigung der Komplexität aktueller Migration und Flüchtlingssituationen verwendet wird. Darüber hinaus wird die Rolle und das Handeln der EU im Mixed Migration Diskurs insoweit analysiert, als die EU die Maßnahmen und Initiativen von IOM und UNHCR unterstützt. Ebenfalls von Interesse ist wie sich der Mixed Migration Diskurs in der Praxis durch gemeinsame Bemühungen dieser drei Akteure manifestiert. Das „Regional Mixed Migration Secretariat“ (RMMS), eine Organisation, die Mixed Migration untersucht, die ihren Ursprung am Horn von Afrika hat, dient als Fallstudie, um diese Dynamik zu untersuchen. Michel Foucaults Theorie der "Gouvernementalität“, die den Diskurs als mächtiges Werkzeug versteht, wird zur Analyse der Mixed Migration Debatte beitragen. Aus dieser Perspektive kann festgehalten werden, dass der Mixed Migration Diskurs, wie er von UNHCR und IOM entwickelt wurde, zum Teil dazu dient, um die Rolle dieser beiden internationalen Organisationen angesichts komplexer Migrations- und Flüchtlingsrealitäten innerhalb des globalen Systems zu kräftigen. Die Analyse der EU zeigt, wie der Mixed Migration Diskurs Auswirkungen auf den eigenen EU Diskurs und Maßnahmen in Bezug auf dieses Feld hat. Die Arbeit kommt zum Schluss, dass es notwendig ist, ein Bewusstsein zu entwickeln, wie Konzepte und verwandte Diskurse entstanden sind, um aktuelles Handeln zu verstehen, davon zu lernen und
(hoffentlich) zu verbessern.

It is argued that human mobility is growing in in “scale, scope and complexity”.1 As such, it is posing challenges to all levels of governance, resulting in new organisations, concepts and discourses. The following study examines the development of the concept of mixed migration. It provides greater understanding of how this discourse surrounding challenges relating to migration and refugees was established and has since developed and manifested into concrete action. It specifically examines how the term mixed migration is used by UNHCR and the IOM as a means of addressing the complexities of current migration and refugee situations. It investigates the EU’s role in mixed migration discourse and action in as far as it supports UNHCR and the IOM’s policies and initiatives. Also of interest is how mixed migration discourse is manifesting in practice through collaborative efforts among the three actors. The Regional Mixed Migration Secretariat (RMMS), an organisation addressing mixed migration originating in the Horn of Africa, acts as a case study in examining this dynamic. Michel Foucault’s theory of ‘governmentality,’ which illuminates discourse as a powerful tool, will inform analysis of the mixed migration debate. Through this lens the study concludes that discourse on mixed migration, as developed by UNHCR and the IOM, is in part a means of reaffirming the two international organisations roles within the international system in the face of complex migration and refugee realities. Examination of the EU highlights how the mixed migration discourse is impacting the EU’s own discourse and action with regard to this field. It concludes that awareness of how a concept and surrounding discourse develops is essential to allow for current action be understood, learned from and, hopefully, improved upon.
