AsylwerberInnen in Österreich werden im Rahmen der Grundversorgung versorgt. Die Unterbringung und Betreuung wird in Niederösterreich von humanitären, kirchlichen oder privaten Einrichtungen übernommen. Aufgrund der unterschiedlichen Akteure, der gesetzlichen Rahmenbedingungen und nicht einheitlicher Unterbringungsstandards sind die AsylwerberInnen in ihrer Lebenslage stark benachteiligt. Existenziell sind sie zwar durch die Grundversorgungsvereinbarung abgesichert, von einem Leben in Selbstbestimmtheit und einer Teilhabe am gesellschaftlichen, kulturellen und wirtschaftlichen Leben kann jedoch nicht gesprochen werden. AsylwerberInnen werden während des Asylverfahrens von Integrationsmaßnahmen der Republik Österreich ausgeschlossen, da eine Integration dieser erst nach positivem Abschluss des Asylverfahrens erwünscht ist. Im Rahmen dieser Masterarbeit soll die Organisation und Ausgestaltung der Unterbringung und Betreuung von AsylwerberInnen analysiert werden. Mit Hilfe von ExpertInneninterviews soll aufgezeigt werden in wie weit es trotzdem für Asylwerberinnen möglich ist, sich während des Asylverfahrens zu integrieren und wie weit Integration von NGOs gefördert wird.

People seeking for asylum in Austria are being supported through basic provision. The accommodation and care of asylum seekers in lower Austria is being provided by humanitarian, religious or private institutions. Due to the different actors in the legal framework and the lack of uniform standards of accommodation, the asylum seekers are strongly disadvantaged in their living conditions. Although their existence is assured through the basic provision agreement (“Grundversorgungsvereinbarung”), a self-determined life with the participation in social, cultural and economical life is far from their possibilities. During the asylum procedures, asylum-seekers are systematically excluded from integration measures that are introduced by the republic of Austria, as an integration of asylum-seekers is only desirable after a positive completion of the asylum procedure. In this master thesis the organization and embodiment of accommodation and care provided for asylum-seekers is being analyzed. Expert interviews have been conducted to highlight the possibilities of integration for asylum-seekers during the asylum procedure and whether integration is promoted through non-governmental organizations.
