Das Thema dieser Arbeit ist das Demokratiedefizit der Europäischen Union und dessen Auswirkungen auf die Etablierung einer europäischen Öffentlichkeit und die europäische Integration im Kontext von national-supranationalen Konfliken.
The europäische Öffentlichkeit und die Politisierung der EU sind zwei Bereiche in denen UnionsbürgerInnen unterschiedlich performen und beide sind notwendig, um eine europäische Demokratie zu gewährleisten. Während das Konzept der europäischen Öffentlichkeit von vielen AutorInnen kritisiert und in Frage gestellt wird, wird die Debatte ob es eine Politisierung in der EU gibt, umso mehr diskutiert.
Die Geschichte hat gezeigt, dass der Prozess der europäischen Demokratie sehr schwierig war und das Ziel einer Demokratisierung der EU ist bis heute noch nicht erreicht wurde.
Um dieser Problemstellung auf den Grund zu gehen, wird in dieser Arbeit die wissenschaftliche Debatte der demokratischen Legitimität, eingehend auf die Frage, was die Hauptursachen für das Demokratiedefizit sind, illustriert.
Schlussendlich gibt es keine Demokratie in der EU, welche mit einem gängigen Demokratiebegriff kompatibel ist. Daher stellt sich die Frage, ob es eine Debatte über das Demokratiedefizit, oder die Existenz europäischer Demokratie überhaupt geht.

The subject of this paper is the democratic deficit of the European Union and its implications on the establishment of a European public sphere and European integration in context of conflicts between national and supranational structures and implementations.
The European public sphere and politicization of the EU are two areas in which EU citizens and institutions perform on different levels. Both are necessary in order to establish a European democracy. While the concept of the European public sphere is criticized and contested by many scholars, the debate whether there should be more politicization in the EU is even more heated debated.
History had shown that the process of European democratization was very difficult and the goal to make the EU more democratic has not been achieved yet. There are many reasons for this and only the fact that more than one reason are accountable for the absence of democratic legitimacy in the EU illustrates the high complexity and forlornness of the deficit.
To remedy this problem, this paper proposes the analysis of the scientific debate on the democratic deficit of the EU, focusing on the question what are the main reasons for the democratic deficit and how the EU could become more democratic.
The result of the literature analysis show that the low level of political contestation has not only negative impacts on the democratization process of the EU, but also on the creation of a European public sphere because it leads to political and institutional forms of public exclusion and a low interest of EU citizens for the EU. Furthermore, the concept of a European public sphere itself is rather weak on an analytical basis because the premise of it, a collective European identity, is not fully given.
Summed up, there is no democracy in the EU that is compatible with the general definitions of democracy. Therefore, it is rather controversial whether the debate is about a democratic deficit or the existence of a European democracy at all.
