In der kontroversen Debatte um das Demokratiedefizit der Europäischen Union wird häufig kritisiert, dass es bei Europawahlen gar nicht um Europa gehe. WählerInnen und Medien verstehen sie als nationale second-order-Wahlen, bei denen nicht viel auf dem Spiel stehe. Seit der ersten Direktwahl des Europäischen Parlaments im Jahr 1979 ist die Wahlbeteiligung daher kontinuierlich gesunken. Die Arbeit thematisiert den Zusammenhang zwischen Demokratie, WählerInnenmobilisierung und der Entstehung einer Europäischen Öffentlichkeit unter Einbeziehung des neuen Konzepts der Europäischen SpitzenkandidatInnen. Zum ersten Mal in der Geschichte der Europawahlen wurden für den Europawahlkampf 2014 europäische SpitzenkandidatInnen von ihren europäischen Parteifamilien nominiert. Dies gilt als bemerkenswerter Wendepunkt, welcher durch eine Interpretation des Vertrages von Lissabon (Artikel 17,7) ermöglicht wurde. Das Konzept der Europäischen SpitzenkandidatInnen beinhaltet die Personalisierung und Politisierung des Europawahlkampfes. Zudem erhöht es die Mitbestimmungsmöglichkeiten der europäischen WählerInnen, da diese mit ihrer Stimme beeinflussen können, welche/r KandidatIn der/die nächste KommissionspräsidentIn werden sollte. Ziele, Risiken und Effekte des Konzepts der SpitzenkandidatInnen im Europawahlkampf 2014 werden in dieser Arbeit kritisch beleuchtet. Zudem wird diskutiert, ob die SpitzenkandidatInnen als Instrument zur Schaffung und Etablierung einer Europäischen Öffentlichkeit dienen können, welche vor allem als Verbindungsglied zwischen dem Willen der europäischen Bevölkerung und dem politischen Entscheidungsprozess auf europäischer Ebene als notwendig angesehen wird.

In the controversial debate about the democratic deficit of the European Union, European Parliament election are frequently criticised as not being about Europe. Voters and media treat them as second-order national elections as they assume that there is not much at stake at elections on the European level. Consequently voter turnout has been declining since the first public election of the European Parliament in 1979. This paper aims to discuss the correlation between democracy, voter mobilisation and the emergence of a European public sphere by examining the new concept of European 'Spitzenkandidaten'. For the first time in history of European Parliament elections European 'Spitzenkandidaten' were nominated by their European Political Parties to run the European election campaign 2014. This is considered to be a remarkable turning point made possible by an interpretation of the Lisbon treaty (Article 17, 7). The concept of European 'Spitzenkandidaten' involves personalization and politicization of European elections and increases the voter’s opportunity to participate by enabling them to influence the choice of the next President of the Commission. This paper critically discusses the aims, risks and effects of the 'Spitzenkandidaten' in the 2014 election campaign. Furthermore it examines their potential for serving as an instrument to create and establish a European public sphere, which is most importantly considered as necessary to link the will of European citizens to the political process on the European level.
