Die vorliegende Arbeit stellt den Versuch dar, Niklas Luhmanns „Theorie sozialer Systeme“ auf ein konkretes Fallbeispiel der internationalen Beziehungen anzuwenden. Dabei wird der Bogen von der Betrachtung transnationaler Sachzwänge hin zu einer Annäherung an die europäisch-chilenischen Außenbeziehungen aus systemtheoretischer Perspektive gespannt. Auf die Frage, nach adäquaten Formen von Organisation in hochkomplexen Umwelten, antwortet Luhmann mit der Emergenz „sozialer Systeme“. Um aus dem anspruchsvollen Theoriekonstrukt ein praktikables Werkzeug zu generieren werden zunächst zentrale Begriffe seiner Theorie erläutert. Durch die Diskussion der Konzepte Gesellschaft, politisches System, Staat bzw. die EU soll eine Antwort auf die Forschungsfrage nach der praktischen Anwendbarkeit Luhmanns gegeben werden. Der weitere Fokus wird auf die Betrachtung der janusköpfigen EU in den IB als supranationales System bzw. Arena intergubernmentaler Zusammenarbeit gelegt. Sie erscheint demnach als gubernmentale, regionale, internationale Organisation (GRIO) nach Luhmann. Es zeigt sich, dass institutionelle und ideologische Gegebenheiten die strukturelle Unfähigkeit der EU als kohärenter außenpolitischer Akteur aufzutreten, bedingen. Die Substituierung der Außenpolitik durch Außenhandelsabkommen erlaubt den Vergleich mit Chile, welches ähnlich der EU als „Hub“ in einem Weltwirtschaftsnetz ähnlich diverser Speichen („Spokes“) agiert.

This present thesis is an attempt to apply Niklas Luhmann´s “theory of social systems” to a concrete case study of the international relations. Thereby, inherent transantional neccesities as well as the european-chilean foreign relations are being examined from a system-theoretically angle. Luhmann´s answer to the question of adequate forms of organisation in highly complex environments is the emegence of “social systems”. In order to generate a viable tool, at first, core ideas of the theory have to be illustrated. By discussing concepts such as society, the political system, the state respectively the EU, the research question of the practical applicability of Luhmann is being faced. Furtheron, emphasis is put on EU´s Janus face in the international relations as a supranational system on the one hand, and arena for intergubernmental cooperation on the other. Therefore it appears as a gubernmental, regional, international organiszation (GRIO) in Luhmann´s sense. It´s being proved, that institutional and ideological conditions have caused the structural inability of the EU to execute a coherent foreign policy. The compensation of foreign policy by means of trade policy allows to draw a comparison with Chile, which has converted itself – alike the EU – in a “hub” with economically motivated “spokes” within global economy.
