Die Zinsentscheidungen der Zentralbanken haben eine starke Auswirkung nicht nur auf die Inflation und die kurzfristige Wirtschaftsleistung, sondern auch auf die Risikoneigung im Finanzsektor. Die wachsende empirische Literatur zeigt, dass langfristig niedrige Zinsen Anreize für Banken schaffen, beträchtliches Risiko einzugehen. Dieses Verhalten führt letztendlich zu finanzwirtschaftlicher Instabilität. Mithilfe eines theoretischen Modells beweise ich, dass die Auswirkungen der Niedrigzinspolitik auf die Risikoneigung der Banken nicht völlig durch die Aufsichtsbehörde neutralisiert werden können. Der empirische Teil meiner Masterarbeit erforscht die Beziehung zwischen der Zinspolitik der Europäischen Zentralbank (EZB) und einem Indikator finanzieller Instabilität – Kredit/BIP-Lücke. Diese Kredit/BIP-Lücke ist einer der besten prognostischen Barometer für Finanzkrisen und dient als Grundlage für den in Basel III festgelegten antizyklischen Kapitalpuffer. Meine Ergebnisse weisen darauf hin, dass die EZB Zinspolitik keine Auswirkung auf die Kredit/BIP-Lücke hat, jedoch stattdessen die Kredit/BIP-Lücke die Zinspolitik der EZB beeinflusst. Um die Auswirkung der Zinsrate auf die Risikoneigung im Finanzsystem erkennbar zu machen, schlage ich die Einführung von „finance-neutral output gaps“ in den Entscheidungsprozess von Zentralbanken vor (Borio et al. (2013)). „Finance-neutral output gaps“ spiegeln die eigentlichen zyklischen Bedingungen in der Volkswirtschaft wider und können eine Verschärfung der Geldpolitik andeuten, auch wenn das Inflationsziel erreicht ist.

Interest rate decisions of central banks, far from only having an impact on inflation and short-run output, affect risk-taking of financial institutions on both sides of their balance sheets. Empirical evidence supports the existence of this risk-taking channel of monetary policy and suggests that prolonged periods of low interest rates encourage banks to take excessive risks, thus contributing to financial instability. This financial instability can have severe repercussions for the real economy. Furthermore, the impact of policy rates on bank risk-taking may not be fully neutralised by a prudential regulator. The empirical part of the thesis investigates the relationship between the policy rates of the European Central Bank (ECB) and a proxy for financial instability – the credit to GDP gap – which has a record as one of the best predictors of financial crises and which serves as the basis for setting the countercyclical capital buffers defined in the Basel III regulations. Surprisingly, the results suggest that policy rates of the ECB do not cause changes in the credit to GDP gap, whilst changes in the credit to GDP gap seem to affect the interest rate behaviour of the ECB. As a result, monetary policy of the ECB in the past can be described as purely reactionary to financial shocks. To account for the impact of interest rates on risk-taking in the financial sector, I advocate a slightly modified version of inflation targeting, which would incorporate the so-called “finance-neutral” output gaps in the spirit of Borio et al. (2013).
