Der Verbindung der am Mekong-Strom liegenden Staaten Kambodscha, Laos, My-anmar, Vietnam, Thailand sowie der zwei chinesischen Provinzen Yunnan und Gua-ngxi Zhuang zur Greater Mekong Subregion (GMS) ist ein Projekt grenzüberschrei-tender wirtschaftlicher Aktivitäten zur Verbesserung der soziopolitischen und sozio-ökonomischen Konditionen in der Region und hat in jüngster Zeit immer mehr Aufse-hen erregt. Die Kooperation scheint aufgrund der sehr divergenten Entwicklungszu-stände der Staaten ein Großprojekt zu sein. Die thematischen Schwerpunkte der vor-liegenden Diplomarbeit sollen vor allem soziopolitischen Aspekte wie die Analyse des Gesundheits- und Bildungssektors sowie das Armutsvorkommen und Möglichkeiten und Strategien zur Armutsbekämpfung darstellen. Es handelt sich dabei um Dimensi-onen, die einen zentralen Aspekt menschlicher Entwicklung darstellen. Inhaltlich stützt sich die Arbeit auf relevante Literatur sowie aktuelle statistische Daten. Die Kernaspekte der Arbeit stellen die länderspezifischen Entwicklungsprozesse der Bereiche Bildung, Gesundheit und Armut und die darin beinhalteten genderspezifi-schen Ungleichgewichte dar, Dimensionen, die auch im Human Development Index, Gender-related Development Index und im Multidimensional Poverty Index zur Mes-sung menschlicher Entwicklung herangezogen werden. Es gilt, Schwachstellen im Gesundheits- und Bildungssektor aufzudecken, deren Ursachen zu finden und deren Begleiterscheinungen auf die Gesellschaft zu analysieren. Ein weiteres zentrales Element ist die Diskussion über das Ausmaß und die Intensität von Armut sowie das Streben der GMS, die Disparitäten innerhalb und zwischen den Ländern abzubauen, um ökonomischen und sozialpolitischen Auftrieb zu ermöglichen. Die länderspezifisch sehr entgegengesetzten Entwicklungsprozesse hinsichtlich menschlicher Entwicklung stellen die einzelnen Staaten sowie die GMS als Ganzes vor eine große Herausforderung. Die Wurzeln der Probleme der GMS-Staaten reichen teilweise bis in die Kolonialzeit zurück, diese ist aber nicht alleinige Ursache der zer-klüfteten Strukturen im Bildungs- und Gesundheitssektor. Die GMS ist von einer di-versen Kulturlandschaft mit vielen ethnischen Minderheiten sowie von politischen und sozialen Unruhen geprägt, welche zusätzlich zur Verarmung der Region beitrugen. Erst nach und nach können die Folgen der politisch brisanten Geschichte abgebaut und für Restrukturierungen gesorgt werden. Doch noch immer befinden sich Länder in einem finanziellen Dilemma und menschliche Entwicklung sowie Armutsrückgang und ökonomischer Fortschritt finden in vielen Regionen nur schrittweise statt, besonders in ländlichen oder abgelegenen Gebieten. Deshalb ist es notwendig, sich Strategien und Lösungsansätze zu überlegen, wie die disparitären Verhältnisse abgebaut werden können. Vor allem kann der Fortschritt im Gesundheits- und Bildungssektor dabei helfen, die Armut zu reduzieren, da diese zwei Sektoren maßgeblich auf menschliche Entwicklung einwirken. Doch führen Verbesse-rungen in diesen Bereichen vor allem auch zu steigender Lebensqualität sowie zu er-weiterten Entscheidungs- und Entwicklungsmöglichkeiten, die auch dabei helfen, die ökonomische Leistungsfähigkeit eines Landes zu steigern, was sich wiederum positiv auf den Bildungs- und Gesundheitssektor auswirkt. Es obliegt den Regierungen in den einzelnen Staaten, den Entwicklungsprozess einzuleiten und mit der notwendigen Empathie die nötigen finanziellen Mittel und Infrastruktur für lokale Bevölkerungsgrup-pen zur Verfügung zu stellen.

The union of the Greater Mekong Subregion (GMS) consists of six countries along the Mekong River which are Cambodia, Laos, Myanmar, Thailand, Vietnam and the two Chinese provinces Yunnan and Guangxi Zhuang. It is a project to facilitate cross-border economic activities in order to rise the socio-economic and socio-political con-ditions within the region. The project came to prominence because of its development in the last decade. The cooperation seems to be a challenge because of the different wide-ranging development stages of the member states as well as within them. The main emphases in this thesis are the socio-political aspects related to human resource development which are examined in the relevant literature and current statistical data. The focuses in this thesis are the country-specific development processes within the education and health system as well as poverty and gender-specific inequalities in these dimensions, which are also consulted in the Human Development Index, Gen-der-related Development Index as well as in the Multidimensional Poverty Index: three concepts to measure human development. This survey tries to identify vulnerabilities and their reasons in the education and health providing systems as well as their relat-ed consequences to the societies. Another central aspect is the examination of the incidence and extend of poverty as well as the attempt to reduce the gaps between the member states in order to enable economical and socio-political improvements within the GMS. The very diverse development procedure related to human development is a great challenge for the GMS as a whole. The roots of many problems reach back to the time of colonization, but are not the only negative effect to the defective structures of the health and education system. The GMS is characterized by a diverse artificial landscape with many ethnic minorities as well as political and social conflicts, which also took part in the process of impoverishment. The consequences of a strained po-litical history can only be reduced gradually, which leads to a slow reconstruction. Since the countries still find themselves in a critical financial situation, many communi-ties, especially rural and remote areas, human development, poverty reduction and economic development only make timid movements forward. Therefore the focus should lay on the development strategies to alleviate imbalances, especially on those strategies which are useful to enhance the education as well as the health system. These two dimensions can help reduce poverty because they are helpful to human development. But improvement in the education and health system will have even further outcome since it can indirectly lead to improvements in the qual-ity of life. Moreover such enhancements will influence the decision-making and devel-opment process of human beings, which consequently results in better economic out-comes. An improvement of the education and health system will thus increase the economic productivity while an improvement of the economic productivity will also ameliorate education and health. It is up to the governments to introduce the devel-opment process within their countries, to provide the necessary financial resources and infrastructure combined with the right empathy to local needs.
