The study explore the Norwegian educational accountability reform from 2001-2009 in an international comparative perspective. The reform can be reflected as the Norwegian response to the PISA shock. The PISA results that were published in 2001 confronted the common “first class ticket” view of the national education system. Norway went from being more or less disconnected from international educational accountability policy to rapidly adapt to the international discourse and trends. One of the main assumptions behind the study is that the adaption of an international education policy does not produce the same policy (output) and results (outcome) in different national contexts. This study analyze the national education policy in in the age of globalization as result of an adjustment and transformation of international education policy and trends. The study enquires how the national level in Norway, based on the core political documents, comprehended the international policy and transformed the policy to the Norwegian context. One of the man finding is that the international educational accountability policy was transformed in a manner in Norway that discarded the core rationale behind the policy.
