Mit dem Aufstieg der "wissensbasierten Wirtschaft", ist Wissen ein wichtiger Faktor im Produktionsprozess von Unternehmen geworden und stellt eine grundlegende Rolle für die wirtschaftliche Entwicklung dar. Die folgende Arbeit zielt darauf ab Push- und Pull-Faktoren zu analysieren, die die Beteiligung der brasilianischen ST&I Akteure in der europäischen F&E-Kooperationsprogrammen verhindern und/oder motivieren. Die Strategien für F&E-Internationalisierung von ausgewählten Ländern der Europäischen Union und die brasilianischen Strategien wurden analysiert, mit dem Ziel langfristige Tendenzen, Ziele der potentiellen Partner und wichtige Bereiche zu erkennen, die Priorität für die internationale Zusammenarbeit haben. Diese Masterabeit basiert auf einem Fragebogen, welcher an brasilianische ST&I Institutionen geschickt wurde, die an F&E teilnehmen und in der Datenbank des FINEP registriert sind. Diese Umfrage wurde weitergeleitet an 1845 brasilianischen ST&I Institutionen, von denen 481 Fragen über die Barrieren und Motivationen beantwortet haben, die möglicherweise die brasilianische Beteiligung an Horizon 2020 verhindert haben oder motivieren konnten. Die wichtigste Erkenntnis dieser Forschung ist, dass die fehlenden Informationen und der Mangel an finanziellen Ressourcen die Beteiligung in Horizont 2020 negativ beeinflussen. Informationen sind schwer zugänglich und die schwer verstehbare technische Sprache wurde kritisiert. Fördermöglichkeiten im Rahmen von R&I decken Bereiche außerhalb der Forschung, welche als wichtig angesehen werden, nicht ab. Brasilianische ST&I Institutionen sind nicht mehr Teil der automatischen Finanzierung der EU und leiden an einem Mangel an Finanzierung. Die europäischen Programme sind äußerst kompetitiv und die meisten Teilnehmer meldeten einen Mangel an Zeit, welcher es ihnen nicht erlaubte einen wettbewerbsfähigen Vorschlag vorzubereiten. Die vorliegende Arbeit hat darüber hinaus identifiziert, dass unterschiedliche Arten von Organisationen Barrieren und Prioritäten unterschiedlich definieren. Daher sollte eine effektive öffentliche Politik gezielte Maßnahmen setzen, um die brasilianische Beteiligung in Horizont 2020 zu erhöhen und die Barriere einer Teilnhame für bestimmte Gruppen zu überwinden.

With the ever-growing push towards a "knowledge-based economy", knowledge has become an important aspect when considering the productive processes of enterprises and it has even started to take a fundamental role in economic development. The following thesis aims to analyze various push and pull factors that hinder and/or motivate the participation of Brazilian ST&I actors in European R&D cooperation programs, specifically analyzing FP7 and Horizon 2020. The strategies for R&D internationalization of select European countries, of the European Union as a whole as well as the Brazilian strategy for R&D were analyzed. Long-term tendencies, goals, potential partners and priority fields that are a priority for international cooperation were all taken into consideration. This thesis is based on a questionnaire sent to Brazilian ST&I institutions who participate in national calls for R&I and are registered in FINEP’s database. This survey was forwarded to 1,845 Brazilian ST&I institutions, of which 481 answered questions about the barriers and motivations that affect and could potentially enhance the Brazilian participation in Horizon 2020. The main findings of this research were that there is a lack of information and a lack of financial resources, which negatively affects their participation in Horizon 2020. Enterprises are specifically affected by the nature of difficulty when it comes to accessing information about such programs as well as by the difficult technical language that is used to describe them. Funding opportunities do not cover all the aspects of the research process of R&I, such as personnel costs, and present a further barrier for organizations. Brazilian ST&I institutions are also no longer part of the EU’s automatic funding and thus suffer due to the lack of funding opportunities. Furthermore, the European programs are too competitive and most participants indicated that an important reason for lower participation was due to the lack of time they had in preparing a competitive proposal. The research also identified that different types of organizations define barriers and priorities differently when it comes to international cooperation. Ultimately, if increased participation in Horizon 2020 is desired by the Brazil government and the European Union, a public policy elaborating measures that are targeted to specific groups must be introduced.
