Smart Urbanism is opening its ways throughout many cities around the world. In Europe, the European Commission has envisioned this model as the future of the urban. Actions are taking place in order to materialise this belief. City imaginaries along with many other assumptions are being deployed in forms of Metagovernance, Governance Networks and Funding Opportunities. Nonetheless, the Smart Urbanism interpretation will occur within the interaction of the European (where the ideals are conceived), and the local (where the ideals are materialised).
This research exposes some of the effects of European Commission Smart Urbanism policies in the re-configuration of local governance. Business Consultancies, ICT Corporations and Technologic centres arise as the protagonist and ‘true’ holders in 'Smart' urban governance dynamics. Two case studies of European 'Smart City lighthouses' are developed: San Sebastián (Spain) and Valladolid (Spain).
