Die politische Organisation Barcelona en Comú entstand in Barcelona als Teil der munizipalistischen Bewegung nach den Besetzungen 2011/12 durch 15M. Aktivist*innen aus sozialen Bewegungen, Nachbarschaftsverbänden sowie aktive Bürger*innen wurden in öffentliche Ämter des Rathauses gewählt und versuchen das Verhältnis der Macht zwischen Bürger*innen und Regierung zu reorganisieren. Auf der Grundlage teilnehmender Beobachtung 2016 und 15 ethnographischen Interviews wird das politische Projekt von Barcelona en Comú als Demokratisierungsbewegung vorgestellt. Ihre politische Vision beruht auf einer Kritik der liberalen (repräsentativen) Demokratie und dem Versuch, horizontale Entscheidungs- und Verwaltungsstrukturen im Rathaus umzusetzen. Die Ethnographie zeigt, dass die Versammlung, als kleinste mit den Stadtteilen verbundene organisatorische Einheit, als wichtigste politische und institutionelle Innovation wahrgenommen wird. Es wird argumentiert, dass die Politisierung gewöhnlicher Bürger*innen zur Aktivierung neuer, marginalisierter politischer Identitäten geführt und neue Räume des Verantwortlichmachens eröffnet hat. Darüber hinaus wird ein Defizit der institutionellen Vorstellungskraft (Bretherton 2015) problematisiert und Fähigkeiten der Imagination und des Strebens (Appadurai 2013) angeregt und gefördert. Politisches Handeln soll basierend auf einer Ethik der Möglichkeit (Appadurai 2013) und einer anti-utopischen pragmatischen Politik der Gegenwart (Greenberg 2014) langsam alltäglicher Teil des Lebens in der Stadt werden. Dabei wird eine Form von relationaler Bürger*innenschaft (Rose 2000), als auch Fürsorge für die Anderen (Perczynski 2000) evoziert und eine Politik der Verantwortung versucht. Diese Ethnographie ist eine Darstellung des linken Populismus und der diametralen globalen politischen Entwicklungen in der heutigen Zeit.

The political organization Barcelona en Comú emerged in Barcelona as part of the municipalist movement after the occupations by 15M in 2011/12. Entering the public institution of the city hall, activists of social movements and neighbourhood associations as well as active citizens attempt to re-organize the relation of power between citizens and the government. On the basis of participant observation in 2016 and 15 semi-structured qualitative interviews, the political project of Barcelona en Comú is presented as a democratization movement. Their political vision is based on a critique of political representation and the attempt to implement horizontal decision-making and administrative structures in the city hall. The ethnography shows that the assembly, which is the smallest organizational unit connected to the neighbourhoods, is perceived as the most important political and institutional innovation. It is argued that the politicization of ordinary citizens resulted in an activation of new, marginalised political identities in the city as well as new spaces of accountability. Further, a deficit of institutional imagination (Bretherton 2015) is problematized and the capacities of imagination and aspiration (Appadurai 2013) incited and fostered. Slowly, political action is being re-introduced into the everyday of city life based on an ethics of possibility (Appadurai 2013) and an anti-utopian pragmatic politics of the present (Greenberg 2014). Thereby, a relational form of citizenship (Rose 2000) and the care for the other (Perczynski 2000) is evoked and a politics of responsibility attempted. This ethnography is an account of left-wing populism, and the diametrical global political developments in contemporary times.
