Der Arabische Frühling war ein Wendepunkt in den Beziehungen zwischen Italien und Libyen, da Italien und die EU sich gezwungen sahen, Themen wie Sicherheit und Migration im Mittelmeerraum wieder höher auf die politische Agenda zu setzen. Dies macht die Überschneidung italienischer und europäischer Interessen unumgänglich, weshalb in der vorliegenden Arbeit die Interaktion der beiden außenpolitischen Ebenen analysiert wird. Mit dem Konzept der Europäisierung soll der Integrationsstand der nationalen und der konkurrierenden europäischen Außenpolitik im politischen Kontext Libyens gemessen werden; gleichzeitig wird ein besonderer Schwerpunkt darauf gelegt, inwieweit die Lega als populistische rechtsradikale Partei die italienische Außenpolitik beeinflusst hat. Die Untersuchung der drei miteinander verknüpften Dimensionen des konzeptionellen Rahmens, d.h. Bottom-up, Top-down und Crossloading, hat ergeben, dass Europäisierungsprozesse zwar im Rahmen der Analyse stattfanden, die jedoch eher als Prozesse illiberaler und informeller Europäisierung klassifiziert werden müssen.

The Arab Spring represented a game-changer in the relations of between Italy and Libya, since it catapulted the Mediterranean security threat and the migration issue to the very top of Italy’s and the EU’s political agendas. This renders the intersection of Italian and European interests unavoidable and this research will thus analyse the interaction of the two foreign policy levels. The concept of Europeanisation will be employed to measure the stage of integration of the national and the concurring European foreign policy in the specific domestic context of Libya; at the same time, a particular focus will be placed on the extent the Lega as a populist radical right party influenced Italian foreign policy-making. By examining the three interrelated dimensions of the conceptual framework, that is bottom-up, top-down and crossloading, it has been found that while Europeanisation did occur in the context of analysis, the observed dynamics under the Conte Government are better qualified as processes of illiberal and informal Europeanisation.
