Das Ziel dieser vorliegenden Masterarbeit ist die kritische Auseinandersetzung mit dem Konzept der Smart City, ein urbanes Transformationskonzept mit der Betonung von Digitalisierung und dem Einsatz von Informations- und Kommunikationstechnologien zur Effizienzsteigerung von Städten. Den Hintergrund bildet eine nachhaltigere Nutzung von Ressourcen im Kontext der sich vertiefenden ökologischen Krise.
Konkret wird die Konzeptualisierung der Smart City in Wien untersucht. Es wird der Frage nachgegangen, welche Vorstellungen in Bezug auf die Stadtentwicklung sich in der Smart City Wien Rahmenstrategie identifizieren lassen. Die untersuchte Hypothese lautet, dass das Smart City Konzept eine neoliberale Form städtischer Entwicklung darstellt.
Den theoretischen Hintergrund bilden historisch-materialistisch geprägte Zugänge der Critical Urban Theory. Es wird ein kritischer Überblick über Konzeptualisierungen des Urbanen und der Stadt, sowie über aktuelle Fragestellungen und Problemdiskurse zu urbanen Entwicklungen gegeben. Ein wichtiger Aspekt der Kritik bilden Fragen in Bezug auf Neoliberalisierungsprozesse und das Konzept einer unternehmerischen Stadt.
Empirisch wird das Dokument „Smart City Wien Rahmenstrategie. 2019–2050. Die Wiener Strategie für eine nachhaltige Entwicklung“ (Magistrat der Stadt Wien 2019) untersucht. Methodisch wird ein diskursanalytischer Ansatz und ein kodierendes Verfahren verwendet.
Zentrales Ergebnis der Konzeptualisierung in Wien ist die Vorstellung, durch technische Innovationen und Digitalisierung, die als drängendes Problem erkannte ökologische Krise bearbeiten zu können. Den Hintergrund bildet die Vorstellung eines globalen urbanen Zeitalters. Eine besondere Betonung liegt auf den Aspekten sozialer Inklusion und Chancengleichheit. Gleichzeitig wird Smart City als Label benutzt, als Standortvorteil in einem internationalen ökonomischen Wettbewerbsumfeld gesehen und es lassen sich neoliberale Aspekte unternehmerischer Stadtpolitik identifizieren.

This thesis examines the concept of Smart City for urban transformations in a critical way, especially in the fields of digitalization and the use of information- and communication technologies to improve efficiency in cities in the context of the deepening ecological crisis.
The Smart City concept of the City of Vienna serves as the object of investigation. The question is which ideas of city development can be found in the “Smart City Vienna Strategy”. The examined hypothesis is that the concept of Smart City implies a neoliberal form of city development.
As a basis for the examination historical-materialistic approaches of the so called Critical Urban Theory are applied. Different conceptualizations of the urban and the city as well as present problems and discourses regarding urban development are depicted. The focus on processes of neoliberal transformations and concepts of entrepreneurial cities constitute an important facet in this study.
In an empirical examination the document „Smart City Wien Rahmenstrategie. 2019–2050. Die Wiener Strategie für eine nachhaltige Entwicklung“ (Magistrat der Stadt Wien 2019) is analysed. Discourse analysis and a coding technique are used in course of the analysis.
The main conclusion says that the City of Vienna’s concept of Smart City bases on the following presumption: the best way to meet the ongoing ecological crisis is through technical innovation and digitalization on the foundation of the idea of a current global urban age. In this social inclusion and equal opportunities are a special emphasis. On the other hand, it is shown that Smart City is used as a label to promote the city’s location in an international economic competition. Hence neoliberal aspects of entrepreneurial city policies can be identified.
