Der norwegische Ölfonds, – offiziell als „Government Pension Fund Global“ bekannt – ist mit einem Wert von über 12 Billionen NOK oder 1,3 Billionen USD der größte Staatsfonds der Welt. Durch sein Engagement für sozial verantwortliches Investieren zielt der Öl-Fonds darauf ab, Menschenrechts- und Umweltfragen in seiner Anlagepraxis zu berücksichtigen. Für diese Bemühungen wird der Ölfonds oft als erstklassiger verantwortungsbewusster Investor und als Goldstandard für andere staatliche Anlageinstrumente angesehen – ein Ruf, der Auswirkungen auf die finanzielle Performance des Fonds hat. Wichtig ist, dass der Ölfonds als Symbol der norwegischen Außenpolitik im Ausland einen Wert hat.
Ziel dieser Arbeit ist es, die sozial verantwortliche Investitionspraxis des norwegischen Ölfonds zu bewerten und dabei insbesondere das Engagement des Ölfonds für die Menschenrechte zu untersuchen. Die Arbeit umfasst eine dreiteilige Analyse: eine institutionelle Analyse, eine quantitative Analyse und fünf qualitative Fallstudien. Anhand qualitativer Interviews, offizieller Dokumente und Sekundärliteratur soll die Arbeit die Menschenrechtsleistung des Ölfonds bewerten und diese Leistung in die weitere Welt des Finanzwesens und des verantwortungsvollen Investments stellen.
Kurz gesagt kommt die These zu dem Ergebnis, dass der Ölfonds zwar im Vergleich zu anderen Staatsfonds relativ hohe Standards für sozial verantwortliches Investieren einhält, sein Ansatz zur Gewährleistung der Einhaltung der Menschenrechte jedoch nicht umfassend ist. Als solches steht er im Einklang mit dem umfassenderen Ansatz für die Menschenrechte im Bereich der Wirtschaft und der Menschenrechte, in dem der Fonds tätig ist.

The Norwegian oil fund – formally known as the “Government Pension Fund Global” – is the largest sovereign wealth fund in the world, with a value exceeding 12 trillion NOK, or 1.3 trillion USD. Through its commitment to socially responsible investing, the Oil fund aims to consider human rights and environmental issues in its investment practice. For these efforts, the Oil fund is often considered a best-in-class responsible investor, and a gold standard for other state-owned investment vehicles – a reputation that has implications for the financial performance of the fund. Importantly, the Oil fund also has value as a symbol of Norwegian foreign policy abroad.
This thesis aims to assess the socially responsible investment practice of the Norwegian oil fund, focusing specifically on the Oil fund’s commitment to human rights. The thesis will include a three-part analysis: an institutional analysis, a quantitative analysis, and five qualitative case studies. By drawing on qualitative interviews, official documents, and secondary literature, the thesis will aim to assess the human rights performance of the Oil fund, while contextualizing this performance within the wider world of finance and responsible investing.
In short, the thesis finds that while the Oil fund holds relatively high standards of socially responsible investing compared to other sovereign wealth funds, its approach to ensure human rights compliance falls short of comprehensive. As such, it is consistent with the wider approach to human rights within the realm of business and human rights that it operates within.
