Grundlage der Magisterarbeit ist ein besonders innovatives und für Österreich neuartiges kommunales Sportentwicklungsprojekt, welches von der Stadt Eisenstadt in Auftrag gegeben und von der Abteilung für Bewegungs- und Sportpädagogik des Zentrums für Sportwissenschaft der Universität Wien durchgeführt wurde. Dabei wurde ein Sportentwicklungsplan auf Grundlage eines in Deutschland bewährten und zahlreich angewandten Verfahrens erstellt. Nach einer Planungsphase wurden im Rahmen der Bestandsaufnahme zahlreiche relevante Daten (Sportinfrastruktur, Sportangebote, Schul- und Vereinssport etc.) erhoben. Diese lieferten gemeinsam mit einer umfassenden repräsentativen telefonischen Bevölkerungsbefragung zum aktuellen Bewegungsverhalten und Sporttreiben detaillierte Informationen für den Planungsprozess. Mittels einer komplexen Methodik wurden dann die Sportanlagenbedarfe jeder einzelnen Sportanlagenkategorie berechnet. All diese Hintergrundinformationen fanden Eingang in den kooperativen Planungsprozess, der das Kernstück des gesamten Prozesses darstellt. In diesem Bürgerbeteiligungsverfahren wurden einzelne Maßnahmenpakete in mehreren Planungsgruppensitzungen erarbeitet. Besonders erwähnenswert ist dabei, dass in diesem Planungsprozess der Großteil der Bevölkerungsgruppen, relevante Entscheidungsträger aus Sport und Politik sowie freiwillige Bürger/innen aus Eisenstadts vertreten waren. Die Moderation und Einbringung von wissenschaftlicher Expertise in den Planungsprozess oblag dem Team der Universität Wien. Die Ergebnisse des kooperativen Planungsprozesses fanden im erstellten Maßnahmenkatalog ihren Ausdruck und inkludierten dabei sowohl die Sportinfrastrukturs-, die Sportangebots- als auch die Sportorganisationsebene. Dieser Katalog wurde im Rahmen eines umfassenden Gesamtberichts der Stadtverwaltung Eisenstadt mit der Hoffnung übergeben, die Umsetzung der Maßnahmen nach deren Möglichkeiten Schritt für Schritt in die Wege zu leiten. Dabei soll der gerade erst gegründete Sportbeirat hilfreich zur Seite stehen und die Maßnahmenumsetzung begleiten.

My master thesis is based on an especially innovative local sport development project which was conducted by the Department of Sport Pedagogy, Centre for Sports Sciences of the University of Vienna on the behalf of the town of Eisenstadt. A specific sport development plan was created, which was successfully applied and tested on various occasions in Germany before. Collecting relevant survey data including information on sport infrastructure, sport offers, school- and club sport etc. followed the planning phase of the project. These data, combined with a comprehensive representative telephone questionnaire among the citizens of Eisenstadt on their actual physical exercise behaviour and conduct of sport activities, delivered detailed information for the planning process. The sports facility needs of every single sports facility category were subsequently calculated using a complex methodology. This background information was included in the comprehensive planning process, which was the next stage of the project and constituted the basic stone of the whole process. Numerous planning group committees were simultaneously working on various sportive measures over certain period of time. The specific feature of these meetings was the equal representation of various groups of citizens (seniors, youth etc.), relevant decision makers from sport and politics as well as volunteers from Eisenstadt. The academic expertise of the planning phase was guaranteed by the team of the University of Vienna, which also covered the moderation part. The results of the cooperative planning process were published in a comprehensive measure catalogue and included among others information on sport infrastructure, sport offers and sport organisation. This catalogue, together with the end report on the main findings of the project, was handed over to the town management of Eisenstadt, with a hope to put the proposed measures step by step into action. This procedure should be supported by the sport advisory body, which was created mainly for this purpose.
