Die Digitalisierung der Medizin steht nicht nur für Visionen einer personalisierten Diagnostik und Behandlung, sondern auch für zunehmende Autonomie und Selbstbestimmung, oft bezeichnet als “Patienten Ermächtigung", "Patient Empowerment". Dieser kontrovers diskutierte Begriff ist auch Teil der aktuellen Forschungs- und Innovationsförderprogramme der Europäischen Kommission Horizion 2020 (2014-2020) und dem Nachfolgeprogramm Horizion Europe (2021-2027). Die beiden innovationsorientierten Programme als zukunftsschaffende Praktiken verstehend analysiere ich die Rolle der/s ermächtigten Bürger*in-Patient*in (empowered citizen-patient) als Subjekt einer Zukunftsvision von Gesundheitsversorgung mit praktisch-materiellen und sozio-strukturellen Implikationen für die Rolle des/der einzelnen Brüger*in als Person mit Zugang zu öffentlicher Gesundheitsversorgung. Die durch die Analyse des empowerments-begriffs in Dokumenten zu den Förderprogrammen identifizierte rein Datenbasierte Praxis des Empowerments bestimmt letztlich nicht nur die Performanz der Bürger*in-Patient*in als Akteur im Netzwerk der öffentlichen Gesundheitsversorgung, sondern auch welche epistemischen Konzepte von Gesundheit und eigenem Wohlbefinden diesen zur Verfügung stehen.

Digitization in medicine does not only envision a future of personalized care and treatment but also heralds a future of increasing autonomy and self-determination, often called "patient empowerment." This controversial term is part of the European Commission's current Research and Innovation Fund programs Horizon 2020 (2014-2020) and its successor Horizon Europe (2021-2027). Understanding these innovation-oriented programs as future-creating practices, I analyze the role of the empowered citizen-patient as a subject of the future of healthcare with material-practical and sociostructural implications for individual citizens as persons with access to public healthcare. Tracing the notion of empowerment throughout Horizon 2020 and Horizon Europe’s documents, I identify the practice of empowerment as exclusively data-based. Ultimately I conclude that empowerment determines the citizen-patient’s performance as an actor in the network of public healthcare and also determines the epistemic concepts of one's own well-being exclusively through a database method.
