Die Volksrepublik China behauptet sich auf internationaler Ebene immer stärker und präsentiert sich dabei mit verschiedensten Mitteln als verantwortungsvolle Weltmacht. Eines dieser Mittel ist die zielgerichtete und umfangreiche Nutzung von Gesundheitsdiplomatie. Die vorliegende Arbeit untersucht die Wirksamkeit der chinesischen Gesundheitsdiplomatie in Bezug auf COVID-19 von Ende 2019 bis Mitte 2022 mit kontextuell notwendigen historischen Abhandlungen sowie einer gegenwärtige Perspektive für die Wirkungsanalyse. Die Arbeit liefert historischen Kontext rund um die groben Richtungen der chinesischen Diplomatie seit 1949–mit einem Schwerpunkt auf dem Zeitraum 2013-2022–, beschreibt die chinesische Gesundheitsdiplomatie seit 2019 und analysiert, wie diese die Meinungen zu China in zwei Ländern beeinflusst hat: Indien und Südafrika. Für die Analyse wurden Zeitungsartikel beider Länder ausgewertet. Eine automatische Stimmungsanalyse einer weitreichenden Auswahl von auflagenstarken, englischsprachigen Veröffentlichungen aus Indien und Südafrika (NDTV und News24) in den zwei Zeiträumen Juli 2019 bis Juni 2020 und Juli 2021 bis Juni 2022 wurde mit dem Ziel durchgeführt, etwaige Änderungen im Tonfall bezüglich China zwischen diesen Zeiträumen zu messen. Die Erkenntnisse weisen im betrachteten Zeitraum auf eine leichte, positive Tonfalländerung bezüglich China in Indien und eine leichte, negative Tonfalländerung bezüglich China in Südafrika hin. Im Rahmen dieser Arbeit war es nicht möglich, eine Verbindung zwischen diesen Tonfalländerungen und der chinesischen Gesundheitsdiplomatie herzustellen.

As the People’s Republic of China (PRC) increasingly asserts itself on the world stage, it has sought through various means to present itself as a responsible world power. One of the ways that the PRC has sought to reinforce this image is through the targeted—though broad—use of health diplomacy. As this is the case, this thesis seeks to understand the efficacy, or lack thereof, of Chinese health diplomacy efforts as they relate to COVID-19 from late 2019 to the middle of 2022 with deviations further to the past for context and closer to the present for analysis of the effects of Chinese actions. In order to do this, this thesis gives historical context on the broad directions of PRC diplomacy since 1949—with particular focus on 2013-2022--, describe Chinese health diplomacy efforts since late 2019 and analyze how Chinese health diplomacy efforts have affected opinions of China in two case study countries: India and South Africa as shown through newspaper articles from both countries. Automatic sentiment analysis was performed on a broad selection of China-related articles from English-language publications in India and South Africa with wide circulation (NDTV and News24 respectively) published in two periods: July 2019 to June 2020 and July 2021 to June 2022 with the goal of measuring shifts in tone regarding China between those dates. Findings indicated that over the period of study there was a slight positive shift in tone regarding China in India and a slight negative shift in tone regarding China in South Africa. Connecting these shifts to Chinese health diplomacy efforts, however, was not possible in the scope of this thesis.
