Diaspora-Aktivismus für das Heimatland wird durch Faktoren im Aufnahmestaat ermöglicht oder eingeschränkt, doch die innere Funktionsweise dieses Postulats ist wenig erforscht. Ich argumentiere, dass das spezifische Format der Mobilisierung mit einem zweiseitigen Prozess der Identitätskonstruktion der Diaspora zusammenhängt. Für eine kontinuierliche Mobilisierung müssen sowohl die Bedingungen für die nach innen gerichtete Imagination, als auch die nach außen gerichtete Repräsentation gegeben sein. Die Möglichkeit, eine politische Pro-Ukraine-Position in einem dafür offenen öffentlichen Raum zu vertreten, ermöglichte die Formierung von transnationalen Netzwerken und einer auf Partizipation basierenden bottom up sozialen Bewegung in Prag. In deren Mittelpunkt stand die Idee, dass Mitglieder der tschechischen Öffentlichkeit selbst aktiv werden können, um zum Sieg der Ukraine beizutragen. In Wien führte die als mangelhaft wahrgenommene Unterstützung durch das Aufnahmeland und die Unempfänglichkeit für Pro-Ukraine-Forderungen zu einer geringen internen Motivation von Aktivist*innen und trug dazu bei, dass sich eine Kluft hinsichtlich des Mobilisierungszwecks bildete. Da sich diese Spaltungslinie durch die beiden Hauptgruppen, die Pro-Ukraine-Kundgebungen initiierten, durchzog, waren Aktivist*innen nicht in der Lage, eine einheitliche Mobilisierungsstrategie zu verfolgen. So gelang es nicht, die politische Stimme von Ukrainer*innen einheitlich zu vertreten und die nicht-ukrainische Zielgruppe durch eine gemeinsame Interpretation der Ukraine-Unterstützung einzubinden. Während Emotionen wie Frustration und Empörung über die von Russland in der Ukraine begangenen Gräueltaten in beiden Kontexten ein wichtiger Mobilisierungsanlass waren, wurden sie im jeweiligen Mobilisierungsformat unterschiedlich eingesetzt. Die Vorstellung, dass Einwohner Tschechiens zum Sieg der Ukraine beitragen können, war der Grund dafür, dass emotionale Schocks im Prager Aktivismus in Handlungsaufforderungen und politisierte Aufrufe umgewandelt werden konnten. In Wien führte das Ausbleiben dieser Möglichkeit zu zwei unterschiedlichen Strategien: einerseits den Versuch, österreichische kognitive und emotionale Frames an den ukrainischen Standpunkt anzunähern, basierend auf der Erregung von Mitgefühl, und andererseits die Zuschreibung von Schuld an die österreichische Politik und Öffentlichkeit für Ignoranz und Untätigkeit im radikaleren Mobilisierungsformat.

Diasporic activism for the homeland is enabled or constrained by host state factors, but the inner workings of this postulate are little understood. I argue that the specific format of street mobilization relates to a two-way process of identity construction of the diaspora itself, whereby conditions for both the inward-oriented imagination, and the outward-oriented representation must be given. The possibility to voice a political pro Ukraine position in a public space which is open to it enabled the formation of transnational activist networks and a bottom-up participation-based social movement in Prague, centering on the idea that members of the Czech public can become active to contribute to Ukraine’s victory. In Vienna, the perceived meagre host country support and unreceptiveness to contentious pro-Ukraine claims resulted in low internal efficacy of activists and contributed to turning the very purpose of mobilization into a cleavage. With this division line extending itself through the two main groups initiating pro Ukraine street rallies, activists were not able to put up a concerted effort to represent Ukrainians’ political voice and unite target publics around a shared interpretation of Ukraine-support. While emotions such as frustration and outrage over atrocities committed by Russia in Ukraine were a main contributing factor to mobilization in both contexts, they featured differently in the respective mobilization format. The idea that residents of Czechia can contribute to Ukraine’s victory provided grounds for channeling emotional outrage into call-to-action points and politicized demands in Prague activism. In Vienna, the lack of this possibility led to two distinct strategies: the attempt to approximate Austrian cognitive and emotional frames to the Ukrainian point of view based on the arousal of compassion on the one hand, and the assigning of blame onto the Austrian political and public spheres for ignorance and inaction in the more radical mobilization format.
