Diese Arbeit beschäftigt sich mit der Frage nach den Wechselbeziehungen zwischen Migration und Entwicklung. Zentrale Aspekte der entwicklungstheoretischen Diskussion um Migration sollen am Länderbeispiel Moldau diskutiert werden und theoretische Annahmen anhand der konkreten Daten zu Moldau geprüft werden. Die Arbeit zeigt, dass der Zusammenhang von Migration und Entwicklung ein vielschichtiger ist: Migration und Entwicklung bedingen sich gegenseitig. Am Beispiel Moldau wird ersichtlich, dass es sich bei dem Massenphänomen Migration nicht um einen sinnvollen Entwicklungspfad handelt, sondern dass sich die Migration in vielerlei Hinsicht negativ auf die Entwicklung Moldaus auswirkt. In diesem Falle ist Migration auch keine aktive Strategie, sondern ein Zwang, der aus Armut und strukturellen Mängeln entsteht. Ebendiese strukturellen Mängel sind es auch, die verhindern, dass Moldau das positive Potential der Migration seiner Bürger ins Ausland nutzen kann. Entwicklung durch Migration kann sich am Länderbeispiel Moldau derzeit nicht bewahrheitlichen. Um aus dem Teufelskreis steigender Migration und steigendem Migrationsdruck zu entkommen, müssen die Regierung sowie Geber- und Entwicklungsorganisationen Grundlagen schaffen, welche einen fruchtbaren Boden für das Potential der Bürger im Ausland bilden. Erst dann kann Migration Ausdruck einer Entscheidung und nicht eines strukturellen Zwanges sein.
Abstract

This paper analyzes the mutual relationship between migration and development. By reference to the country case of Moldova, core aspects of the theoretical debate on the developmental effect of migration will be discussed. Drawing upon statistical data on Moldova, these theoretical assumptions will be tested. This paper shows that the connection between migration and development is a complex one: migration and development are mutually dependent and correlate in different ways. The example of Moldova shows that the phenomenon of mass migration is not a fruitful path to development; rather, migration negatively affects the country’s development in many ways. In this particular case, migration does not constitute an active strategy pursued by individuals, but a constraint resulting from poverty and structural deficiencies. These very structural deficiencies also impede Moldova from harnessing the positive potential of its migrant population abroad. Development through migration is a theory that does not apply to the case of contemporary Moldova. In order to break out of the vicious circle of growing migration and increasing reasons to migrate, the government and donors must create the institutional framework that is indispensable for putting the migrants’ remittances to use. Only then can migration be the result of a voluntary decision and not of a structural constraint.
