Naturkatastrophen treten zunehmend häufiger und in schwerwiegenderer Form auf, was auf den Klimawandel als eine der Hauptursachen zurückzuführen ist. Immer mehr Menschen sind direkt oder indirekt von den Auswirkungen von Naturkatastrophen wie Erdbeben oder Tsunamis betroffen. Daher ist die Evaluierung der Wirksamkeit der internationalen Hilfe nach Naturkatastrophen insbesondere in Entwicklungsländern von großer Bedeutung. Zur Veranschaulichung wird das Erdbeben von Kermanshah im Jahr 2017, das sowohl den Iran als auch den Irak betraf, als Fallstudie herangezogen. Obwohl die beiden Nachbarländer simultan betroffen waren, lassen sich signifikante Unterschiede in ihren internen Strukturen und Ansätzen im Katastrophenmanagement feststellen. Im Iran war die Intensität des Erdbebens deutlich stärker und die Schäden und Verluste dementsprechend höher. Während der Iran internationale Hilfe ablehnte und sich auf eigene Hilfsstrategien verließ, war der Irak in hohem Maße auf internationale humanitäre Hilfe, primär aus der Türkei, angewiesen. Es ist zu erkennen, dass interne Strukturen wie politische, wirtschaftliche und logistische Faktoren sowie Ansätze des Katastrophenmanagements einen starken Einfluss auf die Bereitstellung von Hilfsgütern und den anschließenden Wiederaufbau haben. Die Ergebnisse deuten darauf hin, dass eine optimierte Katastrophenprävention von entscheidender Bedeutung ist. Darüber hinaus besteht weiterer Forschungsbedarf hinsichtlich der langfristigen sozioökonomischen Auswirkungen der internationalen Hilfe, um die Effektivität des wirtschaftlichen Wiederaufbaus nach einer Katastrophe zu steigern.

It can be observed that natural disasters are occurring more frequently and often more severely than before, due to the phenomenon of climate change, which has been identified as one of the main drivers. As a result, more and more people are directly or indirectly affected by the consequences of natural disasters such as earthquakes or tsunamis. Consequently, the assessment of the efficacy of international aid in the aftermath of natural disasters, with a specific focus on developing countries, is of great importance. To illustrate, the Kermanshah earthquake of 2017, which affected both Iran and Iraq, is used as a case study. Although the two adjacent countries were affected simultaneously, substantial differences in their internal structures and disaster management approaches can be identified. Iran was notably more affected by the destructive force of the earthquake and thus recorded greater damage and losses. While Iran was declining international assistance and relying on its own relief strategies, Iraq was significantly dependent on international humanitarian aid, particularly from Türkiye. It is evident that internal structures, such as political, economic, and logistical factors, as well as approaches to disaster management, exert a profound influence on the supply of relief and subsequent reconstruction efforts. The findings of this study indicate the significance of optimised disaster preparedness and the necessity for further research into the long-term socio-economic impact of international aid to enhance the effectiveness of post-disaster economic reconstruction.
