Diese Masterarbeit analysiert den CO2-Grenzausgleichsmechanismus (CBAM) der Europäischen Union (EU) welcher eingeführt wurde, um Carbon Leakage zu entgegnen. Um zu erklären, wie und in welchem Ausmaß CBAM potentiell Externalisierung hervorbringen könnte, wendet diese Arbeit die Brussels Effect Theorie im Rahmen einer qualitativen Policy-Analyse an. Die Ergebnisse zeigen, dass CBAM die relevante Marktgröße hat (für einige Staaten), eine solide Basis an regulatorischen Kapazitäten (mit Raum für Verbesserungen) sowie die notwendige Strenge im Policy-Design (die an das Auslaufen kostenloser Emissionszertifikate geknüpft ist). Zudem sind CBAM-Güter in höchstem Maße inelastisch und an EU- Regularien gebunden. Auch zeigt sich, dass eine Standardisierung und Harmonisierung von Produktionsprozessen als wahrscheinlich gelten. Obwohl CBAM großes Potential darin zeigt Carbon Leakage zu minimieren und die Effektivität des EU Emissionshandelssystems zu verbessern, gilt ein umfassender Brussels Effect, der globale Externalisierungseffekte hervorbringt als unwahrscheinlich, da relevante Staaten wie die Vereinigten Staaten oder China nicht signifikant davon betroffen sind.

This thesis analyses the Carbon Border Adjustment Mechanism (CBAM) of the European Union (EU) that was introduced to address the issue of carbon leakage. To explain how and to what extent CBAM could potentially trigger externalisation, a qualitative policy analysis combined with a theory-application approach of the so- called Brussels Effect was used. CBAM can be located between window-dressing and the golden path. Its shows to have the relevant Market Size for some states, a solid basis of Regulatory Capacity (with room for improvement), the necessary stringency of Standards (that is however linked to the phase out of free allowances), CBAM goods being highly Inelastic Targets of the EU’s regulatory regime and a strong Non-Divisibility in the technical and economic domain. Even though CBAM shows great potential in minimising carbon leakage and improving the effectiveness of the EU Emissions Trading System, a universal Brussels Effect triggering global effects of externalisation and unilateral regulatory authority of the EU, is unlikely since large emitters like the US and China are not significantly affected by it.
