Mit der Veröffentlichung der Globalen Strategie für die Außen- und Sicherheitspolitik der Europäischen Union im Jahr 2016 haben die Mitgliedsstaaten Strategische Autonomie als Ziel festgesetzt. Seit dem Beginn des russischen Angriffskriegs auf die Ukraine ist Strategische Autonomie endgültig in das Zentrum der Debatten um Europäische Außen- und Sicherheitspolitik gerückt. Diese Arbeit nimmt die Vorstellung der Globalen Strategie als Startpunkt für eine Analyse der Außenpolitik der EU in Bezug auf die Ausprägung des Konzepts der Strategischen Autonomie. Eine Qualitative Inhaltsanalyse konnte zeigen, dass die EU zwar einige Ziele der Global Strategie in ihrer Außenpolitik umsetzt, die Umsetzung von Strategischer Autonomie allerdings nur mit geringer Ambition erfolgt. Eine weiterführende Analyse des Diskurses über Strategische Autonomie unter Bezugnahme der Perspektive des Diskursiven Institutionalismus konnte herausstellen, dass die Europäische Kommission ein höheres Ambitionsniveau von Strategischer Autonomie forciert, indem sie das Konzept als Teil eines fortlaufenden Integrationsprozesses charakterisiert. Gleichzeitig zeigt die Kommission die Notwendigkeit von Strategische Autonomie für die EU auf, um in der aktuellen geopolitischen Lage handlungsfähig und unabhängig zu bleiben. Weiters zeigte die Analyse jedoch, dass mit Deutschland und Frankreich zwei zentrale Akteure in der EU widersprüchliche Zielvorstellungen von Strategischer Autonomie haben. Dieser Dissens verhindert eine gemeinsame europäische Vision von Strategischer Autonomie. Der russische Krieg in der Ukraine könnte eine Chance sein, diesen Dissens zu überwinden und einen europäischen Reformprozess ermöglichen der zu Strategischer Autonomie führen könnte.

In the 2016 Global Strategy for the European Union’s Foreign and Security Policy, the European Union defined Strategic Autonomy as its goal. Ever since the Russian invasion of Ukraine, the question of Strategic Autonomy is central in the debates around the EU and its foreign and security policy. Taking the Global Strategy as a starting point, this thesis analyzes the EU’s foreign policy from 2016 to 2022 by conducting a Qualitative Content Analysis of the Conclusions of the European Council and the Foreign Affairs Council to outline how Strategic Autonomy manifests itself in EU decision-making. The analysis showed that the EU has implemented several ambitions of the Global Strategy in its foreign policy but concluded that the level of ambition concerning Strategic Autonomy remains limited. A further analysis of the discourse on Strategic Autonomy utilizing the perspective of Discursive Institutionalism identified attempts by the European Commission to embed the concept of Strategic Autonomy in the ongoing integration process while showcasing the need to pursue a higher level of ambition by highlighting the decreasing role and ability to act of the EU in international politics. Further, the analysis showed that with France and Germany, two crucial actors in the discourse on EU foreign policy making have different visions on Strategic Autonomy leading to an inability to agree on a common vision for Strategic Autonomy. Still, the Russian war in Ukraine could open a window of opportunity to make the necessary reforms to move towards an ambitious level of Strategic Autonomy for the EU possible.
