Diese Arbeit untersucht, wie zentrale Akteure die Bedeutung von Klimafinanzierung in den Verhandlungen über das New Collective Goal on Climate Finance (NCQG) kreieren und umkämpfen. Dazu entwickle ich zentrale Framings und gegen-Framings und diskutiere meine Ergebnisse in Relation zu breiteren umweltpolitischen Diskursen. Anschließend wende ich Carl Deaths Konzept multilateraler Konferenzen als performative Theaterakte an, um die performative Natur des NCQG-Ergebnisses und die Rolle von Macht bei der Beeinflussung von Diskurs zu analysieren. Meine Forschung zeigt, dass Akteure durch Frame-Konflikte grundlegende Fragen von Verantwortung, Eigentum und Zweck verhandeln und damit letztlich die Prinzipien der Klima Governance herausfordern. Darüber hinaus entsprechen die NCQG-Verhandlungen Deaths Theoretisierung, indem sie einer typischen Handlungskurve folgen und die bestehende Weltordnung festigen. Allerdings stellt meine Forschung infrage, ob das NCQG eine überzeugende Inszenierung der Reaktionen von Eliten auf die Klimakrise darstellt.

This thesis examines how key actors create and contest the meaning of climate finance in the negotiations on the New Collective Goal on Climate Finance (NCQG). To do so, I develop central framings and counter framings and discuss my findings in relation to broader environmental discourses. I then apply Carl Death’s concept of multilateral summits as performative acts of theatre to assess the performative nature of the NCQG outcome and to explore the role of power in influencing discourse. My research finds that actors contest fundamental issues of responsibility, ownership and purpose through frame conflicts, ultimately challenging the principles of climate governance. Moreover, the NCQG negotiations align with Death’s theorisation of summit theatre, following a typical plot curve and reinforcing the existing world order. However, my research questions whether the NCQG was a successful performance of elite responses to the climate crisis.
