Diese Masterarbeit untersucht die Rolle der israelischen Regierungspolitik bei der Förderung eines florierenden Start-up-Ökosystems. Analysiert wird der Einfluss von finanziellen Anreizen, regulatorischen Rahmenbedingungen, dem Ausbau von Infrastruktur sowie kulturellen Faktoren auf die Entstehung und Nachhaltigkeit von Start-ups in Israel. Auf Basis eines explorativen Fallstudiendesigns in Kombination mit Experteninterviews werden sowohl politische Maßnahmen als auch Einschätzungen zentraler Akteure untersucht, um die wesentlichen Erfolgsfaktoren unternehmerischer Dynamik zu identifizieren. Die Ergebnisse zeigen, dass Israel über ein starkes Unterstützungsangebot in der Frühphase verfügt, jedoch Herausforderungen beim Skalieren von Unternehmen, bei der Effizienz regulatorischer Prozesse und beim gleichberechtigten Zugang zu Ressourcen bestehen. Auf Grundlage der empirischen Befunde werden politische Handlungsempfehlungen formuliert, die nicht nur für Israel, sondern auch für andere aufstrebende Innovationsstandorte von Relevanz sind.

This thesis explores the role of Israeli government policies in nurturing a thriving startup ecosystem. It investigates the impact of financial incentives, regulatory frameworks, infrastructure development, and cultural factors on the emergence and sustainability of startups in Israel. Drawing on an exploratory case study design combined with expert interviews, the study examines both policy mechanisms and stakeholder perceptions to identify key drivers of entrepreneurial success. The findings highlight that while early-stage support and innovation incentives are strong, significant challenges persist in scaling ventures, streamlining regulatory processes, and ensuring equitable access to resources. Based on the empirical evidence, the thesis offers policy recommendations to enhance Israel’s startup ecosystem and provides insights transferable to other emerging innovation hubs.
