Bildung stellt ein fundamentales Menschenrecht dar und gilt als zentrale Säule gesellschaftlicher Entwicklung und nachhaltigen Friedens. In bewaffneten Konflikten geraten Bildungsstätten, Lehrkräfte und Schüler*innen zunehmend ins Visier gewaltsamer Angriffe. Trotz umfassender Schutzbestimmungen im Völkerrecht – insbesondere im Internationalen Menschenrechtsrecht, Humanitären Völkerrecht sowie im Völkerstrafrecht – gestaltet sich die Durchsetzung dieser Normen als schwierig, nicht zuletzt aufgrund des sich wandelnden Charakters moderner Konflikte. Diese Arbeit untersucht die Rolle nichtstaatlicher Organisationen (NGOs) als zentrale Akteure bei der Schließung bestehender Umsetzungslücken, insbesondere durch ihre Funktionen in der Überwachung und Berichterstattung in internationalen Rechtsmechanismen: im Staatenberichtsverfahren zur UN-Kinderrechtskonvention (CRC), im UN-Schutzmechanismus zur Überwachung und Berichtserstattung über Kinder in bewaffneten Konflikten (MRM) sowie im Allgemeinen Regelmäßigen Überprüfungsverfahren (UPR). Mittels eines komparativen Fallstudienansatzes wird der aktuelle Stand der Einbindung von NGOs in diese Mechanismen aufgezeigt – mit besonderem Fokus auf den Bildungsbereich. Die Arbeit spricht sich für eine verstärkte NGO- Beteiligung aus und entwickelt praxisorientierte Empfehlungen zur verbesserten Institutionalisierung ihrer Rolle.

Education constitutes a fundamental human right and serves as a vital pillar for societal development and sustainable peace. In contexts of armed conflict, educational institutions, teachers and students are increasingly targeted by acts of violence. Despite comprehensive protections under International Human Rights Law (IHRL), International Humanitarian Law (IHL), and International Criminal Law (ICL), enforcement remains difficult, not least due to the changing nature of conflict dynamics. This thesis explores NGOs as pivotal actors in bridging these enforcement gaps through enhanced monitoring and reporting roles in international legal mechanisms: the Convention on the Rights of the Child (CRC) Reporting Cycle, the Monitoring and Reporting Mechanism (MRM) on Grave Violations Against Children in Situations of Armed Conflict, and the Universal Periodic Review (UPR). Using a comparative case study approach, it sheds light on the state of NGO involvement in these mechanisms, particularly in the field of education. It advocates for stronger NGO involvement and proposes practical recommendations for an improved institutionalization of their roles.
